The Committee of the Whole meeting was called to order at 9:30 a.m. on January 9, 2014 with Regional Chair Fisch in the chair.

1. JOHN WEST, FORMER MAYOR OF AURORA
Regional Chair Fisch announced with sadness the passing of John West, former Mayor of Aurora, on December 28, 2013. Mr. West contributed 25 years of dedicated service to the public, including three terms as Mayor of Aurora and member of York Regional Council from 1985 to 1994.
Regional Chair Fisch fondly remembered Mayor West as a great character who helped shape the thriving community the Town of Aurora is today and who served Aurora well both before and after his term.
On behalf of Council, Regional Chair Fisch sent heartfelt condolences to the West family. Members of Council and all those present then joined in a moment of silence in honour of former Mayor John West.
2. JIM MORTSON, FORMER MAYOR OF EAST GWILLIMBURY
Regional Chair Fisch announced with sadness the passing of Jim Mortson, former Mayor of East Gwillimbury, on January 4, 2014. Mr. Mortson served three terms as Mayor of East Gwillimbury and a member of York Regional Council from 1991 to 2000.
Regional Chair Fisch praised former Mayor Mortson as a respected member of York Regional Council and a proud representative of the East Gwillimbury community. He also noted that Mayor Mortson had served on a wide range of Committees and Boards on behalf of the Region.
On behalf of Council, Regional Chair Fisch sent heartfelt condolences to the Mortson family. Members of Council and all those present then joined in a moment of silence in honour of former Mayor Jim Mortson.
TRANSPORTATION SERVICES
Regional Councillor Landon chaired the Transportation Services section of Committee of the Whole.

1. Receipt of the communication from Bill Fisch, Chairman and Chief Executive Officer, dated December 5, 2013 addressed to The Honourable Deb Matthews, Minister of Health and Long-Term Care regarding ‘Amending the Smoke-Free Ontario Act to Prohibit Smoking on Patios’.
2. Receipt of the communication from Dr. Karim Kurji, Medical Officer of Health, dated January 9, 2014 regarding ‘Proposed Amendments to the Smoke-Free Ontario Act’.
