Committee of the Whole held a hearing on September 4, 2014, pursuant to the Development Charges Act, to consider a complaint regarding development charges payable by Villa Royale Shopping Centre Inc. at 9750 Weston Road in the City of Vaughan and recommends:

Committee of the Whole resumed in public session at 2:15 p.m. and reported as shown in Clauses 5, 7 and 61.
5. DEVELOPMENT CHARGE COMPLAINT – DEVELOPMENT CHARGE RATES FOR VILLA ROYALE SHOPPING CENTRE INC. – POTENTIAL LITIGATION
Committee of the Whole recommends adoption of the recommendations contained in the private report dated August 28, 2014 from the Commissioner of Finance, as follows:
1. Council dismiss the development charge complaint lodged by Villa Royale Shopping Centre Inc.
2. Council authorize staff to defend the dismissal of the development charge complaint at the Ontario Municipal Board should Villa Royale Shopping Centre Inc. appeal Council’s decision.
3. Council authorize the Commissioner of Finance to settle the development charge complaint and execute Minutes of Settlement if appropriate.

The Committee’s recommendations will be forwarded for consideration to Council’s Private Session on September 11, 2014.

Recognition of Regional Chair Fisch
Mayor Barrow thanked Regional Chair Fisch, on behalf of Committee of the Whole, for his leadership on the Committee throughout his tenure at York Region.
Regional Chair Fisch stated that it has been an honour to work with Regional Council and staff over the past 17 years.
Land Use Compatibility
Committee of the Whole recommends:
1. Staff report back regarding a review of the Official Plan pertaining to buffer zones between the green belt and urban developments to address compatibility.
