The Committee of the Whole meeting was called to order at 9 a.m. on November 19, 2015 with Regional Chair Emmerson in the chair.

1. York Region 2041 Preferred Growth Scenario
Regional Councillor Rosati declared an interest in the “York Region 2041 Preferred Growth Scenario” due to ongoing litigation with a developer that owns lands in the City of Vaughan Block 42. Regional Councillor Rosati did not take part in any consideration or discussion of or vote on any part of this item.

Regional Councillor Di Biase declared an interest in the “York Region 2041 Preferred Growth Scenario” due to ongoing litigation with a developer that owns lands in the City of Vaughan Block 42. Regional Councillor Di Biase did not take part in any consideration or discussion of or vote on any part of this item.

3. Special Meeting of Committee of the Whole – November 26, 2015
Mayor Quirk declared an interest in the discussion regarding the scheduling of a Special Meeting of Committee of the Whole to present the draft 2016 York Regional Police Budget due to her stepson being a member of York Regional Police and her husband being a retired member of York Regional Police. Mayor Quirk did not take part in any consideration or discussion of or vote on any part of this item.

Committee recommends that there will be a Special Meeting of Committee of the Whole on November 26, 2015 at 9 a.m. to consider the draft 2016 York Regional Police Budget and 2017-2018 Outlook.

23. Council Education Session – November 26, 2015
Committee recommends that Regional Council pass the following resolution:
Be it resolved that:
Regional Council hold a meeting that is closed to the public pursuant to subsection 239(3.1) of the Municipal Act for the purposes of educating its Members on the Region’s Fiscal Strategy and Debt Management.
The meeting will be held on Thursday, November 26, 2015 in the Council Chambers, Regional Administrative Centre, 17250 Yonge Street, Newmarket, Ontario, commencing at 10 a.m. or immediately following the Special Meeting of the Committee of the Whole.
Private Session
Committee of the Whole resolved into private session at 2:23 p.m. to consider the following:
