The Committee of the Whole meeting was called to order at 9:04 a.m. on February 26, 2015 with Regional Chair Emmerson in the chair.

Mayor Quirk declared an interest in the “2015-2018 Budget – York Regional Police” due to her stepson being a member of York Regional Police and her husband being a retired member of York Regional Police. Mayor Quirk did not take part in any consideration or discussion of or vote on any part of this item.

Committee of the Whole recommends:
1. Receipt of the presentation by Eric Jolliffe, Chief of Police, York Regional Police and Jeffrey Channell, Manager, Financial Services, York Regional Police.
2. Receipt of the communication from Mafalda Avellino, Executive Director, Regional Municipality of York Police Services Board, dated November 13, 2014 regarding “2015 Police Operating Budget and Forecast to 2018”.
3. Receipt of the communication from Mafalda Avellino, Executive Director, Regional Municipality of York Police Services Board, dated November 13, 2014 regarding “2015 Police Capital Budget and Forecast to 2024”.
4. Adoption of the recommendations, as amended, in the report dated January 21, 2015 from the Commissioner of Finance.

1. Receipt of the communication from Adelina Urbanski, Commissioner of Community and Health Services dated February 12, 2015 regarding “2014 Paramedic Response Time Performance Plan Final Results”.
5. 2015-2018 Budget – Community and Health Services
Committee of the Whole recommends:
1. Receipt of the presentation by Adelina Urbanski, Commissioner of Community and Health Services.
2. Adoption of the recommendations, as amended, in the report dated January 21, 2015 from the Commissioner of Finance.
Other Business
6. Clear Plastic Garbage Bags
Regional Councillor Heath reported that he attended an Open House hosted by the Town of Aurora on February 9, 2015 and congratulated the Town for considering a transition from the use of green or black garbage bags to clear plastic bags for curbside garbage pickup.
7. 2015-2018 Budget Reduction Options
Committee of the Whole recommends that the Commissioner of Finance report back to the February 26, 2015 meeting of Regional Council with options for cutting the recommended tax levy increase by a half per cent or one per cent, together with an analysis outlining the advantages and disadvantages of these options.
Mayor Quirk did not take part in the consideration or discussion of or vote on any part of the motion relating to the York Regional Police budget.

(Regional Chair Emmerson asked that members be prepared to set aside a full day for budget discussions at Committee of the Whole next Thursday, February 19, 2015 and at Regional Council the following Thursday, February 26, 2015.)
