Committee of the Whole recommends:
1. Receipt of the presentation by Barbara Bartlett, Vice Chair, York Regional Police Services Board, Eric Jolliffe, Chief of Police, York Regional Police and Jeffrey Channell, Acting Manager, Financial Services, York Regional Police
2. Receipt of the communication from Mafalda Avellino, Executive Director, Regional Municipality of York Police Services Board, dated October 21, 2013 regarding ‘2014 York Regional Police Operating Budget’
3. Receipt of the communication from Mafalda Avellino, Executive Director, Regional Municipality of York Police Services Board, dated October 21, 2013 regarding ‘2014 York Regional Police Capital Budget and Forecast to 2033’
4. The draft 2014 Operating and Capital Business Plan and Budget, as submitted in the report dated November 20, 2013 from the Commissioner of Finance, be consolidated by the Treasurer for approval by Council on December 19, 2013 for York Regional Police as summarized in Attachment 1.

Mayor Barrow chaired the York Region Rapid Transit Corporation section of Committee of the Whole.

Committee of the Whole recommends:
2. The draft 2014 Operating and Capital Business Plan and Budget, as submitted in the report dated November 20, 2013 from the Commissioner of Finance , be consolidated by the Treasurer for approval by Council on December 19, 2013 for York Region Rapid Transit Corporation as summarized in Attachment 1.
TRANSPORTATION SERVICES
Mayor Emmerson chaired the Transportation Services section of Committee of the Whole.
3. TRANSPORTATION AND COMMUNITY PLANNING 2014 BUSINESS PLAN AND BUDGET
Committee of the Whole recommends:
1. Receipt of the presentation by Richard J. Leary, Acting Commissioner, Transportation and Community Planning
2. The draft 2014 Operating and Capital Business Plan and Budget, as submitted in the report dated November 20, 2013 from the Commissioner of Finance , be consolidated by the Treasurer for approval by Council on December 19, 2013 for Transportation and Community Planning as summarized in Attachment 1.
PRIVATE SESSION
Committee of the Whole resolved into private session at 12:45 p.m. to consider the following:
4. CUPE UPDATE – LABOUR RELATIONS
Committee of the Whole resumed in public session at 1:35 p.m. and received the private verbal update.
COMMUNITY AND HEALTH SERVICES
Regional Councillor Heath chaired the Community and Health Services section of Committee of the Whole.

1. Receipt of the presentation by Adelina Urbanski, Commissioner of Community and Health Services
2. The draft 2014 Operating and Capital Business Plan and Budget, as submitted in the report dated November 20, 2013 from the Commissioner of Finance , be consolidated by the Treasurer for approval by Council on December 19, 2013 for Community and Health Services as summarized in Attachment 1.
