It was moved by Regional Councillor Schulte, seconded by Mayor Barrow that Council confirm the Minutes of the Council meeting held on March 27, 2014 in the form supplied to the Members.

52 English as a Second Language Week – October 12-18, 2014
It was moved by Mayor Hackson, seconded by Mayor Dawe that Council receive the communication from Sheila Nicholas, Chair, Teachers of English as a Second Language Association of Ontario, dated April 15, 2014 and recognize October 12-18, 2014 as English as a Second Language Week.

53 Caribbean Cultural Month
It was moved by Regional Councillor Rosati, seconded by Regional Councillor Schulte that Council receive the communication from Shernett Martin and Sandi Folkes, Co-Founders & Co-Chairs, Vaughan African Canadian Association and Carifestival Association, dated April 10, 2014 and recognize August as Caribbean Cultural Month.

It was moved by Mayor Barrow, seconded by Mayor Van Bynen that Council receive the communication from Jim Davidson, Commissioner of Corporate Services, dated April 16, 2014 and refer it to consideration of Clause 8 of Committee of the Whole Report No. 8.

57 BYLAWS
It was moved by Mayor Emmerson, seconded by Regional Councillor Li that Council introduce and approve certain Bills in the form as noted on the Revised Agenda and enact them as Bylaws.
Bylaw No. 2014-26
A bylaw to amend Bylaw No. LI-8-95-76 to permit retail business establishments to be open on holidays – Markville Shopping Centre
Bylaw No. 2014-27
A bylaw to amend Bylaw No. LI-8-95-76 to permit retail business establishments to be open on holidays – Promenade Shopping Centre
Bylaw No. 2014-28
A bylaw to amend Bylaw No. LI-8-95-76 to permit retail business establishments to be open on holidays – all wineries and vineyards in the Town of Whitchurch-Stouffville
Bylaw No. 2014-29
To acquire certain lands for or in connection with the widening and reconstruction Highway 7, in the City of Vaughan

OTHER BUSINESS
58 Aurora United Church Fire
Mayor Dawe thanked Members of Council for their support and expressed deep appreciation for the assistance given by Fire Departments across York Region in response to a fire that destroyed the historic Aurora United Church on April 11, 2014.
59 The Honourable Jim Flaherty
Members of Council expressed sadness and condolences on the recent passing of the Honourable Jim Flaherty.
Regional Chair Fisch praised Mr. Flaherty for his incredible achievements across the Province and across the country and for his assistance to York Region as a Member of Parliament and former Finance Minister.
On behalf of Council, Regional Chair Fisch expressed heartfelt condolences to the Flaherty family and all the people who were touched by Mr. Flaherty. Members of Council and all those present then joined in a moment of silence in honour of the Honourable Jim Flaherty.
60 Appointment to Federation of Canadian Municipalities
Regional Chair Fisch thanked Regional Councillor Hogg for an excellent job representing the Region on the Board of Directors for the Federation of Canadian Municipalities over the last 16 years.
It was moved by Regional Councillor Hogg, seconded by Mayor Bevilacqua that Council appoint Regional Councillor Heath as the Region's representative on the Board of Directors for the Federation of Canadian Municipalities as of June 1, 2014 for a term of one year.
61 Committee of the Whole Pilot Project
Regional Chair Fisch reminded Members of Council to submit feedback regarding the Committee of the Whole pilot project to inform a report being written for the June 2014 Council meeting.
62 CONFIRMATORY BY-LAW
It was moved by Mayor Grossi, seconded by Regional Councillor Wheeler that Council enact the following bylaw to confirm the proceedings of this meeting of Council.
Bylaw No. 2014-30
To confirm the proceedings of Council at its meeting held on April 17, 2014.
