January 9, 2014
Regional Council met at 11:18 a.m. in the Seminar Room, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.
The following were present at this Meeting:

1 MOTION
It was moved by Mayor Grossi, seconded by Mayor Pellegrini that Council waive the notice provisions of the Procedure Bylaw in order to have a special meeting of Council at this time.
Carried by a two-thirds majority vote
Council then began its special meeting.
2 Provincial Funding for Disaster Relief Relating to the Recent Ice Storm
It was moved by Mayor Scarpitti, seconded by Mayor Barrow that:
WHEREAS The Regional Municipality of York recently experienced a severe ice storm commencing on Sunday December 22, 2013, the effects of which continued until late December, 2013 and has experienced substantial damage to municipal property and infrastructure and has received reported losses of private damage;
AND WHEREAS other municipalities in the Greater Toronto Area (“GTA”) similarly experienced the effects of the severe ice storm on municipal property and infrastructure and have received reported losses of private damage;
AND WHEREAS, in the event the Minister of Municipal Affairs and Housing declares a disaster area in the GTA for the purposes of the Ontario Disaster Relief Assistance Program (the “Program”), that the Council of The Regional Municipality of York hereby requests that The Regional Municipality of York and its constituent local municipalities similarly be declared a disaster area for the purposes of the Program;
Further, given the extent and the magnitude of the damage experienced in The Regional Municipality of York, if the Province does not declare a disaster area, that the Province instead consider providing funding related to the severe ice storm costs from sources other than the Ontario Disaster Relief Assistance Program;
Further, should the Minister declare a disaster area regarding the private component of the Program, Council will immediately, under the authority of the Program, appoint members to a disaster relief committee to administer the Program.

3 CONFIRMATORY BYLAW
It was moved by Regional Councillor Schulte, seconded by Regional Councillor Landon that Council enact the following bylaw to confirm the proceedings of this meeting of Council.

To confirm the proceedings of Council at its meeting held on January 9, 2014.
