Regional Council met at 9:32 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

Appointments to Board(s)

Mayor Grossi, having been absent from Council’s meeting of February 20, 2014, declared an interest in Minute No. 29 of the Minutes of Council dated February 20, 2014 relating to Appointments to Boards.

It was moved by Mayor Emmerson, seconded by Mayor Van Bynen that Council confirm the Minutes of the Council meeting held on February 20, 2014 in the form supplied to the Members.

DEPUTATIONS
Council heard the following deputations:
33 Appreciation - Town of Shelburne
Mayor Ed Crewson, Town of Shelburne, expressed the appreciation of the Town and its Council for York Region’s assistance in being such a good neighbour and providing a equipment and trucks to remove large amounts of snow. He and the Town’s Director of Public Works, Scott Wheeldon, delivered a certificate of appreciation to Regional Chair Fisch and staff of the Transportation and Community Planning Department.
It was moved by Mayor Emmerson, seconded by Regional Councillor Landon that Council receive the deputation.

34 Ontario Public Works Association (OPWA) - Awards
Barry Kelly, Director, Ontario Public Works Association, announced that York Region had recently won the following awards:
- Environment - Uplands Emergency Sewer Repair Project
- Structures - Keswick WPCP Outfall Expansion Project
- Disaster/Emergency Construction/Repair - Bayview Pumping Station West Watermain Project
It was moved by Regional Councillor Spatafora, seconded by Regional Councillor Wheeler that Council receive the deputation.

35 United Way of York Region 2013 Spirit Awards
Daniele Zanotti, CEO, United Way of York Region, indicated that York Region and York Regional Police had recently won the coveted 2013 Employee Campaign Spirit Award and the York Region Community Spirit Award. This is the fourth year that the Region has won these awards.
Mr. Zanotti added that York Region and its nine local municipalities raised almost $1 million in 2013, a significant increase from the $350,000 raised in 2007. Similarly, the funds raised from the York Region/York Regional Police Campaign have increased significantly from $130,000 in 2007 to $432,000 in 2013.
Mr. Zanotti thanked Regional Council, Regional Chair Fisch, CAO Bruce Macgregor, Police Chief Eric Joliffe and numerous York Region staff and the police for their efforts in the extremely successful 2013 United Way of York Region Campaign.
Regional Chair Fisch thanked Mr. Zanotti for all of his work on behalf of the United Way of York Region.

36 Girl's Rights Week - April 28 to May 2, 2014
It was moved by Regional Councillor Hogg, seconded by Mayor Hackson that Council receive the communication from Ashley Martin, Program Manager, Girls Incorporated of York Region, dated February 2014, and recognize April 28 - May 2, 2014 as Girl's Rights Week.

37 It was moved by Regional Councillor Heath, seconded by Regional Councillor Taylor that Council adopt the recommendations in the following report with the amendment as noted:
Report No. 5 of Committee of the Whole
Clause 6 – Achieving Density Targets for New Communities in York Region
Add a further recommendation as follows:
2. That staff report back to Council on the possibility of adding language that allows for a context-sensitive solution to density targets.

Amend Attachment 1 to include a footnote identifying the specific expenses incurred by Regional Councillor Hogg as a result of her Regional Council appointment to the Board of Directors of the Federation of Canadian Municipalities.

41 BYLAWS
It was moved by Mayor Bevilacqua, seconded by Regional Councillor Heath that Council introduce and approve certain Bills in the form as noted on the Revised Agenda and enact them as Bylaws.
To establish charges for the uniform water service rate
To establish charges for the uniform wastewater service rate
A bylaw to set and levy the rates of taxation for Regional general purposes for the year 2014
A bylaw to amend Bylaw No. 2011-56 to regulate discharge of sewage, storm water and land drainage
A bylaw to authorize the borrowing upon amortizing debenture in the principal amount of $4,000,000 towards the cost of construction of the East Markham Community Centre

OTHER BUSINESS
42 Federation of Canadian Municipalities’ Response to Building Canada Fund
Regional Councillor Hogg updated Council on the new 10-year, $14 billion Building Canada Fund, identifying the gaps and deficiencies resulting from the plan review by Federation of Canadian Municipalities (FCM). Areas of concern include private sector access to funds, a new vetting process for fund requests without the option of an appeal, an extremely difficult process for municipalities to access the funds and changes to Public Private Partnerships.
Regional Councillor Hogg advised that FCM will be looking to correct the public record which indicates that FCM is in full support of the plan. FCM plans to monitor the implementation of the plan to ensure that a significant majority of the investments flow to municipalities, and also develop new infrastructure demands for the 2015 federal election.
She indicated that the Regional Clerk will forward the most recent FCM report to Members of Council.
43 Appointment to Federation of Canadian Municipalities
Regional Chair Fisch requested Members of Council to advise within the next two weeks if they are interested in being appointed as Regional Council’s representative on the Board of Directors of the Federation of Canadian Municipalities.
44 Appointment to Lake Simcoe Region Conservation Authority
Regional Chair Fisch advised that he has appointed Regional Councillor Wheeler to the Lake Simcoe Region Conservation Authority for the balance of 2014, and thanked Mayor Grossi for his past representation.
45 Potential Post-Secondary Institution in York Region
Regional Chair Fisch requested that any local municipality interested in providing input to York University regarding the establishment of a new university campus in York Region should advise of their interest in attending the upcoming meeting within the next week.
Regional Councillor Taylor advised that the Province has issued a call for proposals for new universities with an application deadline of September 26, 2014.
46 Committee of the Whole Pilot Project
Regional Chair Fisch requested an email from each Member of Council in the very near future regarding the Committee of the Whole pilot project and related matters to inform a report being written for the June 2014 Council meeting.

It was moved by Regional Councillor Schulte, seconded by Regional Councillor Spatafora that Council convene in Private Session for the purpose of considering the following:
1. Source Separated Organic Waste Processing Facility Project Update - 71335 - Land Acquisition
2. Regional Solicitor Use of Delegated Settlement Authority 2013 - Litigation

It was moved by Regional Councillor Hogg, seconded by Mayor Scarpitti that Council enact the following bylaw to confirm the proceedings of this meeting of Council.
