112 Minutes of the Council Meeting Held on April 23, 2015
It was moved by Mayor Quirk, seconded by Regional Councillor Li that Council confirm the Minutes of the Council meeting held on April 23, 2015 in the form supplied to the Members.

Valerie Shuttleworth, Chief Planner, presented the 2015 Coordinated Provincial Review of the Growth Plan for the Greater Golden Horseshoe, Greenbelt Plan and Oak Ridges Moraine Conservation Plan.
It was moved by Mayor Bevilacqua, seconded by Regional Councillor Di Biase that Council receive the presentation and refer it to Regional Council’s Special Meeting on May 28, 2015.

Report No. 1 of the Commissioner of Corporate Services and Chief Planner
It was moved by Regional Councillor Di Biase, seconded by Regional Councillor Li that Report No. 1 of the Commissioner of Corporate Services and Chief Planner, as amended by the memorandum of the Chief Planner dated May 21, 2015 to insert eight maps into Attachment 3, be referred to Council’s Special Meeting on May 28, 2015 for further consideration.

114 Pride Week – June 13 to June 21, 2015
It was moved by Regional Councillor Hogg, seconded by Regional Councillor Armstrong that Council receive the communication from Linda Keith, President, PFLAG Canada, dated March 20, 2015 and recognize June 13 to June 21, 2015 as Pride Week in York Region.

115 Proposed Amendments to the Planning Act and Development Charges Act under Bill 73 - Clause 19, Report 10 of the Committee of the Whole
It was moved by Regional Councillor Taylor, seconded by Regional Councillor Wheeler that Council receive the communication from the Chief Planner and the Commissioner of Finance, dated May 21, 2015, replacing page 6 of Attachment 1 to their report dated April 30, 2015.

116 Report No. 9 of Committee of the Whole – May 7, 2015
It was moved by Regional Councillor Spatafora, seconded by Mayor Pellegrini that Council adopt the recommendations in Committee of the Whole Report No. 9 with the following amendments as noted:
Provincial Transit Funding Announcements (Clause 1)
Add the following additional recommendations:
2. Staff bring back a report to Committee of the Whole in the fall of 2015 with specific recommendations to send to the Province, and which:
a) Examines the required infrastructure improvements to support all day GO train expansion throughout all of York Region.
b) Considers, but is not limited to, grade separation, parking requirements and safety issues.
c) Directs the Regional Clerk to forward this report to Metrolinx, the Minister of Transportation and local municipalities.

117 Report No. 10 of Committee of the Whole – May 14, 2015
It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Ferri that Council adopt the recommendations in Committee of the Whole Report No. 10 with the following amendments as noted:
Proposed Amendments to the Planning Act and Development Charges Act under Bill 73 (Clause 19)
Amendment to Recommendation 3 so that it reads as follows:
3. The Regional Clerk circulate this report to the local municipalities, the Association of Municipalities of Ontario, the Municipal Finance Officers’ Association and the Development Charges Working Group Steering Committee.
Amendment to Attachment 1 by inserting a new item 24 as follows:
24 | The Province consider legislative changes to the Planning Act that would allow approval authorities to place time limits on zoning approvals, similar to those lapsing provisions already available on plans of subdivision |

119 Official Announcement of York University – Seneca College Campus in Markham
Mayor Scarpitti announced that the Province officially confirmed a plan for the creation of a new state-of-the-art York University campus in partnership with Seneca College. The campus will serve 4,000 students and be located near Highway 407, between Kennedy Road and Warden Avenue in Markham.
Mayor Scarpitti thanked Regional Chair Emmerson, Members of Council, the Chief Administrative Officer and staff for their support and collaboration.
Regional Chair Emmerson acknowledged staff, and in particular, Lina Bigioni, Director of Government Relations, for all of their hard work and dedication.
120 Housing York Inc. Board Meeting – June 18, 2015
Regional Chair Emmerson advised that the Housing York Inc. Board meeting, which was rescheduled to June 18, 2015, will immediately follow the Committee of the Whole meeting that day.
121 Audit Committee – June 10, 2015
Regional Chair Emmerson advised that the Audit Committee meeting, which was rescheduled to June 10, 2015, will begin at 9:30 a.m.
122 United Way Luncheon – June 10, 2015
Regional Chair Emmerson advised that there will be a United Way Luncheon at Le Parc Dining and Banquet Hall in Markham on June 10, 2015.
123 10 Year Anniversary Celebration of the Community Safety Village
Regional Chair Emmerson advised that the 10 year anniversary celebration of the Community Safety Village in Whitchurch-Stouffville will be held on Saturday, May 23, 2015 at noon.
124 Annual Family Fun Day Open House
Regional Chair Emmerson advised that the Annual Family Fun Day, which celebrates National Public Works Week and National Paramedic Week, will be held on Saturday, May 23, 2015 from 10 a.m. to 3 p.m. at 80 and 90 Bales Drive East in East Gwillimbury.
Consideration and Adoption of Private Items
125 Private Session
It was moved by Mayor Barrow, seconded by Mayor Bevilacqua that Council convene in Private Session for the purpose of considering the following.
1. Appeal to Amendment No. 57 to Township of King Official Plan – Solicitor/Client Privilege
2. Mid-Block Crossing of Highway 404, City of Markham and Town of Richmond Hill – Litigation including matters before administrative tribunals, affecting the Region

126 Appeal to Amendment No. 57 to Township of King Official Plan
It was moved by Mayor Pellegrini, seconded by Mayor Dawe that Council:
1. Receive the confidential memorandum from Senior Counsel, Development Law, dated May 7, 2015
2. Authorize Regional staff to attend at the Ontario Municipal Board in support of the Region’s position; and
3. The Regional Solicitor or designate be authorized to execute Minutes of Settlement as appropriate.

It was moved by Regional Councillor Heath, seconded by Mayor Barrow that Council receive the confidential memorandum from Senior Counsel, Development Law, dated May 14, 2015.

Confirmatory Bylaw
128 Bylaw No. 2015-30
It was moved by Mayor Bevilacqua, seconded by Regional Councillor Spatafora that Council enact Bylaw No. 2015-30 to confirm the proceedings of this meeting of Council held on May 21, 2015.
