Regional Council met at 9:33 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

14 DISCLOSURES
Contract Administration, Site Inspection and Environmental Monitoring Services for 2nd Concession Widening and Servicing between Bristol Road and Queensville Sideroad
(Clause 7 of Committee of the Whole Report No. 3)
Mayor Hackson declared an interest in Clause 7 of Committee of the Whole Report No. 3 as she lives on 2nd Concession and did not take part in the consideration or discussion of or vote on this clause.

It was moved by Mayor Barrow, seconded by Mayor Pellegrini that Council confirm the Minutes of the Council meeting held on January 23, 2014, in the form supplied to the Members.

16 World Lupus Day – May 10, 2014 and October 2014 – Lupus Awareness Month
It was moved by Regional Councillor Heath, seconded by Regional Councillor Wheeler that Council receive the communication from Kathy Crowhurst, Lupus Foundation of Ontario, dated February 4, 2014 and recognize May 10, 2014 as World Lupus Day and October 2014 as Lupus Awareness Month.

It was moved by Regional Councillor Spatafora, seconded by Mayor Van Bynen that Council receive the communication from Regional Councillor Vito Spatafora, Chair, York Region Accessibility Advisory Committee, dated February 20, 2014 and recognize June 1-7, 2014 as National Access Awareness Week.

It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Jones that Council receive the communications from Kimberley Kitteringham, City Clerk, City of Markham, dated February 12, 2014 and Carolyn Lance, Council Services Coordinator, Town of Georgina, dated February 12, 2014 and refer them to consideration of Clause 7 of Committee of the Whole Report No. 4.

It was moved by Regional Councillor Di Biase, seconded by Regional Councillor Jones that Council introduce and approve certain Bills in the form as noted on the Revised Agenda and enact them as Bylaws.
A bylaw to amend Bylaw No. R-1472-2007-086 to provide for restricted loads on certain Regional Roads
A bylaw to adopt Amendment No. 6 to the Official Plan for the Regional Municipality of York
To establish lands as public highways - Highway 7 (YR 7), Highway 27 (YR 27)
A bylaw to establish tax ratios and to specify the percentage by which tax rates are to be reduced for prescribed property subclasses for 2014
To levy against the Town of Georgina for the purposes of the Tile Drainage Act

MOTION
23 Earth Hour 2014
It was moved by Regional Councillor Taylor, seconded by Regional Councillor Schulte:
WHEREAS climate change is the biggest environmental threat to our planet and a major concern for all Canadians;
AND WHEREAS at exactly 8:30 p.m. on Saturday, March 29, 2014, major cities around the world will turn off their lights and electrical power for one hour to raise awareness about climate change and to symbolize that, working together, the people of the world can make a difference in the fight against global warming;
AND WHEREAS the event, called “Earth Hour”, began in Sydney, Australia in 2007 as 2.2 million people turned off their lights to take a stand against climate change;
AND WHEREAS since then, it has become an annual, globally observed event;
AND WHEREAS participating in Earth Hour sends a powerful message to every citizen and business around the world that it’s possible to take action on climate change and that switching off our lights and electrical power is just one simple action we can take to help make a difference;
THEREFORE BE IT ENACTED by the Council of The Regional Municipality of York as follows:
THAT at 8:30 p.m. on Saturday, March 29, 2014, The Regional Municipality of York will join other municipalities and cities around the world in literally “turning out the lights” by shutting off all non-essential lighting and electrical power in all of its facilities, where feasible, and without jeopardizing safety, for one full hour full.

OTHER BUSINESS
24 Mount Albert Fire Station
Mayor Hackson thanked members of Council and staff from the Region and each local municipality for the overwhelming support East Gwillimbury received in the wake of a fire that destroyed the Mount Albert Fire Station on February 2, 2014.
The Region and the nine local municipalities assisted by donating a facility, vehicles, equipment and support needed to supply and operate the new temporary fire hall.

It was moved by Regional Councillor Hogg, seconded by Regional Councillor Spatafora that Council convene in Private Session for the purpose of considering the following:

It was moved by Regional Councillor Rosati, seconded by Regional Councillor Spatafora that Council enact the following bylaw to confirm the proceedings of this meeting of Council.
