13-25 Approval of Minutes of the September 19, 2013 Board Meeting
It was moved by Mayor Barrow that the Board confirm the Minutes of the September 19, 2013 meeting of the Board of Directors of York Region Rapid Transit Corporation, which was Carried.
13-26 Yonge Street Rapidways Project – Public Meetings
Mr. D. Albers, Chief Communications Officer, provided an update.
It was moved by Mayor Scarpitti that the Board receive the foregoing presentation, which was Carried.
13-27 York Region Rapid Transit Corporation – 2012 Financial Statements
The Board had before it the York Region Rapid Transit Corporation’s 2012 Financial Statements.
It was moved by Mayor Van Bynen that the foregoing information be received, which was Carried.
13-28 Rapid Transit Projects in Richmond Hill
The Board had before it a letter from Donna McLarty, Town Clerk, Richmond Hill containing a resolution in support of the Yonge Subway extension.
It was moved by Mayor Barrow that the Board receive the foregoing correspondence and endorse the following resolution:
Whereas Council is in support of the Yonge subway extension of 6.8 kilometres from Finch station to Richmond Hill Centre at Highway 7 East to address the critical transit needs of its population;
Whereas Metrolinx has identified the Yonge subway extension as a priority project and Council has adopted a resolution to call on Metrolinx to prioritise the funding and construction of the Yonge subway extension in tandem with the downtown relief line in Toronto;
Whereas the Town of Richmond Hill has established a Strategic Rapid Transit Reserve Fund dedicated to the funding of future projects which will improve transportation systems in or to the Town of Richmond Hill;
Whereas these reserve funds are dedicated to support transit projects which are multi-jurisdictional in nature and may include partnering with other levels of government and/or public/private partnerships;
Whereas the Government of Canada has pledged $660 million to support the subway extension to Scarborough in September 2013;
Whereas the Government of Canada has committed to develop a new Building Canada Fund for infrastructure funding to encourage job growth and a stronger economy;
Now Therefore Be It Resolved:
That Council reaffirms that the Strategic Rapid Transit Reserve Fund will be used to the benefit of Richmond Hill in the support of transit projects which are multi-jurisdictional in nature;
That Council reaffirms its strong support for the Yonge subway extension to Richmond Hill and calls upon the Government of Canada to invest in the Yonge subway extension with funding support from the new Building Canada Fund and/or other funding programs;
That this resolution be forwarded to the Honourable Jim Flaherty, Minister of Finance, the Honourable Lisa Raitt, Minister of Transport, the Honourable Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs, the local Members of Parliament, the Federation of Canadian Municipalities, York Region, City of Toronto, City of Markham, City of Vaughan and Metrolinx for support.
which was Carried.
13-29 YRRTC 2014 Regional Capital Program and Capital and Operating Expenditures Budget
Mr. M. Cheong, Chief Financial Officer provided the Board with information regarding the 2014 Regional Capital Program and Capital and Operating Expenditures Budget and a Report of the President, dated November 4, 2013, was presented recommending the following:
1. The York Region Rapid Transit Corporation (YRRTC) Board of Directors endorse and advance the 2014 Regional Capital Budget of $287.3 million for YRRTC to Committee of the Whole and Regional Council.
2. The York Region Rapid Transit Corporation (YRRTC) Board of Directors endorse and advance the 2014 Regional Operating Expenditures Budget of $11.7 million for YRRTC to Committee of the Whole and Regional Council.
It was moved by Mayor Scarpitti that the foregoing presentation be received and the foregoing recommendations be adopted, which was Carried.
13-30 YRRTC – 2014 Metrolinx Capital Program and Capital & Operating Expenditures Budget
Mr. M. Cheong, Chief Financial Officer provided the Board with information regarding the 2014 Metrolinx Capital Program and Capital and Operating Expenditures Budget and a Report of the President, dated November 4, 2013, was presented recommending the following:
1. The York Region Rapid Transit Corporation (YRRTC) Board of Directors endorse the 2014 Metrolinx Capital Budget of $252.6 million for YRRTC.
2. The York Region Rapid Transit Corporation (YRRTC) Board of Directors endorse the 2014 Metrolinx Operating Expenditures Budget of $13.1 million for YRRTC
It was moved by Mayor Scarpitti that the foregoing presentation be received and the foregoing recommendations be adopted, which was Carried.
13-31 The Board resolved into private session from 1:02 p.m. to 2:02 p.m.
There being no further business, the Board adjourned at 4:27 p.m.
