Regional Council met at 9:30 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Fisch presiding.

4 MINUTES
It was moved by Mayor Dawe, seconded by Regional Councillor Hogg that Council confirm the Minutes of the Council meeting held on December 19, 2013 and the Special Council meeting held on January 9, 2014 in the form supplied to the Members.

Council considered the following communications:
5 2014 Water for Tomorrow Calendar
It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Hogg that Council receive the communication from Erin Mahoney, Commissioner of Environmental Services, dated January 23, 2014, with thanks.

6 Red Cross Month – March 2014
It was moved by Mayor Hackson, seconded by Regional Councillor Heath that Council receive the communication from Beverly Verwey, Branch Council Chair, Canadian Red Cross, dated January 3, 2014 and recognize March 2014 as Red Cross Month.

8 BYLAWS
It was moved by Regional Councillor Schulte, seconded by Regional Councillor Taylor that Council introduce and approve certain Bills in the form as noted on the Revised Agenda and enact them as Bylaws.
A bylaw to adopt an Emergency Management Program
A bylaw to amend Bylaw No. R-1310-2002-112 being a bylaw to prescribe maximum rates of speed on Don Mills Road/Leslie Street/The Queensway (Y.R. 12)
A bylaw to amend Bylaw No. R-1337-2002-139 being a bylaw to prescribe maximum rates of speed on Warden Avenue (Y.R. 65)
A bylaw to amend Bylaw No. R-1314-2002-116 being a bylaw to prescribe maximum rates of speed on Lloydtown/Aurora Road (Y.R. 16)
To amend Bylaw No. R-1102-96-100 to prohibit or regulate parking and stopping on Regional Roads
To levy against the lower-tier municipalities on an interim basis the sums of monies required during the year 2014 for the purposes of The Regional Municipality of York
A bylaw to authorize agreements with the Province of Ontario related to Dedicated Gas Tax Funds
To acquire certain lands for or in connection with the widening and reconstruction of Yonge Street, Town of Newmarket
To acquire certain lands for or in connection with the widening and reconstruction Highway 7, City of Vaughan

MOTION
9 Council Education Session – January 30, 2014
It was moved by Mayor Dawe, seconded by Mayor Pellegrini that:
1. Regional Council hold a meeting that is closed to the public pursuant to section 239 (3.1) of the Municipal Act for the purpose of educating its Members on matters pertaining to post-secondary institutions in York Region.
2. The meeting be held in the Seminar Room of the Regional Administrative Centre on Thursday, January 30, 2014 beginning at 9:30 a.m.

OTHER BUSINESS
10 Duffin Creek Water Pollution Control Plant Explosion
Erin Mahoney, Commissioner of Environmental Services, provided a verbal update on the explosion and fire that occurred on January 21, 2014 at the Duffin Creek Water Pollution Control Plant and caused extensive damage to the bio-filter building.
11 PRIVATE SESSION
It was moved by Regional Councillor Di Biase, seconded by Mayor Bevilacqua that Council convene in Private Session for the purpose of considering the following matter:
1. Buttonville Airport Redevelopment - Direction regarding Ontario Municipal Board -Potential Litigation

Council met in Private Session at 9:53 a.m. and reconvened in Council at 9:58 a.m.
It was moved by Mayor Scarpitti, seconded by Regional Councillor Spatafora that Council rise and report from Private Session.

12 Buttonville Airport Redevelopment
It was moved by Mayor Scarpitti, seconded by Mayor Bevilacqua that Council adopt the confidential direction to staff contained in the private report of the Committee of the Whole dated January 16, 2014.

13 CONFIRMATORY BY-LAW
It was moved by Regional Councillor Li, seconded by Mayor Hackson that Council enact the following bylaw to confirm the proceedings of this meeting of Council.
To confirm the proceedings of Council at its meeting held on January 23, 2014.
