The York Region Accessibility Advisory Committee meeting was called to order at 4 p.m. on April 25, 2018.

Moment of Silence
1. Attack on Pedestrians in the City of Toronto
Regional Councillor Spatafora paid tribute to those affected by the tragedy of the recent attack on pedestrians in the City of Toronto. Committee observed a moment of silence in honour of the victims, victims’ families and first responders who were involved in this incident.
Election of Vice Chair
2. Election of York Region Accessibility Advisory Committee Vice Chair for 2018
Committee elected Steve Foglia as Vice Chair of the Accessibility Advisory Committee for 2018.

3. Municipal Comprehensive Review and Regional Official Plan Update
Committee received the presentation by Jennifer Best, Senior Planner, Long Range Planning, Planning and Economic Development Branch, Corporate Services.
Committee recessed at 4:40 p.m. and reconvened at 4:52 p.m.
4. York Regional Forest Accessible Trail Update – Nature for All
Committee received the presentation by Ian Buchanan, Manager, Natural Heritage and Forestry, and Kevin Reese, Program Manager, Forest Conservation, Natural Heritage and Forestry, Environmental Promotion and Protection Branch, Environmental Services.
Other Business
5. Update on Cross Boundary Travel on Mobility Plus
Committee received an update from Sharon Doyle, Manager, Mobility Plus, York Region Transit, Transportation Services regarding Cross Boundary Travel on Mobility Plus.
6. Update on Accessibility Activities
Committee received an update from Lois Davies, Manager, Social Policy and Accessibility, Strategies and Partnerships Branch, Community and Health Services, as follows:
1. The Science Minister, Kirsty Duncan, is now also the Federal Minister of Sport and Persons with Disabilities as of January 2018
2. The federal government announced changes to the medical inadmissibility rules which allowed the government to reject permanent resident applications from those with serious health conditions or disabilities. Changes include:
• increasing the cost threshold for medical inadmissibility to 3 times the previous level; and
• amending the definition of social services by removing references to special education, social and vocational rehabilitation services and personal support services
3. In February 2018, the Province appointed the Honourable David C. Onley to conduct the third review of the Accessibility for Ontarians with Disabilities Act, 2005.
4. The Employment Standards Development Committee has developed initial proposed changes to the standards and is seeking public feedback before finalizing its recommendations to the government.
5. The Education and Health Care Standard Development Committees are working to develop new accessibility standards for the education and health care sectors.
6. A new provision in the Municipal Act permits a Council to include provisions in its Procedure Bylaw to allow members to participate electronically in a meeting. The implications of such a provision will be studied in detail by the Region before making a decision.
7. The York Region Accessibility Status Report 2017 provides an update on actions by York Region and York Regional Police to prevent and remove barriers for people with disabilities and implement the York Region 2016-2021 Multi-Year Accessibility Plan.
8. In December of 2017 staff filed the provincial York Region Provincial Accessibility Compliance Report, and Lois Davies advised that York Region is in compliance.
The next meeting of the Accessibility Advisory Committee is scheduled on Wednesday, June 20, 2018 at 4 p.m.
The York Region Accessibility Advisory Committee meeting adjourned at 5:59 p.m.
