The Committee of the Whole meeting was called to order at 9 a.m. on March 1, 2018 with Regional Chair Emmerson in the chair.

Opening Remarks from Regional Chairman
1. Regional Chair Emmerson made the following remarks:
“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.
I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

Committee recommends receipt of the presentation by Michelle Albert, Past President, Ontario Public Works Association who presented York Region with the following awards:
• Queensville Holland Landing Sharon Wastewater Servicing Project - Project of the Year, Environment, Greater than $50M category
• 2nd Concession Project - Project of the Year Award, Transportation, Greater than $50 Million Category
• Keswick Water Treatment Plant Upgrades Project - Project of the Year, Environment, $2M - $10M category
• East Vaughan Pumping Station Re-chloramination Facility and Watermain Project - Technical Innovation Award

Committee recommends receipt of the presentation by Roy Huetl, Director, Operations, Maintenance and Monitoring and Wendy Kemp, Director, Strategy and Innovation, Environmental Services regarding “Operational Due Diligence and Regulatory Update 2017”.

Following consideration of Clause 6, which was brought forward, Committee recessed at 12:22 p.m. and reconvened at 1:03 p.m. with all members present except Regional Chair Emmerson, Mayor Quirk and Regional Councillor Hogg.
In the absence of Regional Chair Emmerson, Mayor Barrow assumed the role as Acting Regional Chair.

18. 2018 Winter Olympics
Regional Chair Emmerson congratulated all of the Canadian athletes on their success at the 2018 Winter Olympics in Pyeongchang, South Korea where Canada won 29 medals; the highest in Olympic history for Canada. Regional Chair Emmerson specifically acknowledged those athletes from York Region who brought home medals: Gabrielle Daleman, Town of Newmarket, gold medal in team figure skating; Laura Stacey, Kleinburg, silver medal in women’s ice hockey; and Phylicia George, City of Markham, bronze medal in women’s bobsled.
19. 2018 Federal Budget
On behalf of York Region, Regional Chair Emmerson congratulated the federal government on its ongoing commitment to improve the communities and lives of all Canadians through the 2018 federal budget. Priorities similar to those of Regional Council include support for innovation in science and technology, broadband initiatives, housing, environmental protection, fighting the opioid crisis, and transit and transportation projects.
20. York Region Rapid Transit Board Meeting – March 22, 2018
Committee was advised that the York Region Rapid Transit Board meeting will be rescheduled to March 22, 2018 beginning at 1 p.m.
21. YTN Shareholders Meeting – March 29, 2018
Committee was advised that a YTN Shareholders Meeting will be scheduled on March 29, 2018 beginning at 8:15 a.m.
22. Special Council Meeting – March 29, 2018
Committee was advised that a Special Council Meeting, open to the public, will be scheduled on March 29, 2018 following Regional Council for the purposes of:
1. Re-acquainting Council with the 2016 Transportation Master Plan, the Region’s transportation capital priorities and funding capabilities.
2. Describing development charge funding limitations, related pressures on the tax levy and debt, and the roads acceleration option proposed in Council’s consideration of the 2018 budget.
Private Session
Committee of the Whole resolved into private session at 1:33 p.m. to consider the following:

Committee of the Whole resumed in public session at 1:52 p.m. and reported the following:

Committee of the Whole recommends receipt of the confidential memorandum from Joy Hulton, Regional Solicitor, dated March 1, 2018.
Following the disposition of the above, the Committee considered a report of the Commissioner of Community and Health Services titled ‘Modernization of the Subsidized Housing Wait List’. Committee’s recommendations are recorded in Clause 14 of this Committee Report.
