York Regional Council appoints Laura McDowell as new Commissioner of Public Works
Newmarket – York Regional Council today appointed Ms. Laura McDowell as the new Commissioner of Public Works for The Regional Municipality of York following a thorough and competitive recruitment process. The appointment is effective Monday, February 5, 2024.
“Ms. McDowell has more than 30 years of experience in leading and managing large, complex, capital and operating contracts,” said York Region Chairman and CEO. “The winning combination of her knowledge and experience is what we need to deliver today and prepare for the future.”
Since joining York Region in 1998, Ms. McDowell has held various leadership positions, including her most recent role as General Manager, Operations and Services, Public Works. She has helped position York Region as a leader in many areas, including:
- The Durham York Energy Centre; the first energy-from-waste facility approved in the Province in over 20 years
- The SM4RT Living Master Plan; a plan that remains at the forefront of waste prevention in Canada
- Transit and Corporate Fleet Electrification; contributing to goal of net zero greenhouse gas emissions by 2051
Ms. McDowell holds a Degree in Engineering from the University of Guelph and is a professional engineer. She is also graduate of York University’s Master’s in Municipal Leadership Certificate Program. In 2020, she was awarded the Public Works Leader of the Year for her outstanding and dedicated career in public service by the Ontario Public Works Association.
Reporting directly to the Chief Administrative Officer, the Commissioner of Public Works is responsible for providing strategic direction and overall leadership of the Public Works department, which includes Operations and Services and Capital Infrastructure Services. This portfolio has oversight for water and wastewater facilities, waste management, natural heritage and forestry services, York Region Transit, road user safety, transportation systems and traffic operations.
Ms. McDowell replaces Erin Mahoney, who was appointed York Region Chief Administrative Officer last fall.
