Regional Council met at 9:01 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

Regional Councillor Di Biase declared an interest in Clause 2.2 of Committee of the Whole Report No. 1 - Communication from Jeffrey Abrams, City Clerk, City of Vaughan regarding ‘New Kirby GO Station in Block 27, City of Vaughan’ due to his children owning property within Block 27. Regional Councillor Di Biase did not take part in the discussion of or vote on this item.

It was moved by Mayor Altmann, seconded by Regional Councillor Armstrong that Council confirm the Minutes of the Council meeting held on December 15, 2016 in the form supplied to the Members, with additional clarification under Disclosures of Interest.

It was moved by Regional Councillor Taylor, seconded by Mayor Van Bynen that Council adopt the recommendations in Report No. 1 of Committee of the Whole with a recorded vote on the following:
Amendments No. 10 and 243 to the Official Plan of the City of Markham (Clause 15)
A recorded vote on the adoption of Clause 15 was as follows:

7 June 2017 Meeting Schedule Changes
It was moved by Mayor Quirk, seconded by Regional Councillor Ferri that the following changes be made to the 2017 Council and Committee Meeting Schedule:
Meetings originally scheduled on June 8, 2017 be moved to June 15, 2017
Meetings originally scheduled on June 15, 2017 be moved to June 22, 2017
The Regional Council meeting be moved from June 22, 2017 to June 29, 2017

8 Appointment to the Royal Agricultural Winter Fair
Regional Chair Emmerson informed Council that he has appointed Mayor Pellegrini as York Region’s representative on the Royal Agricultural Winter Fair Board of Governors.

9 Appointment to the Canadian National Exhibition Association
Regional Chair Emmerson informed Council that he has appointed Dino Basso, Commissioner of Corporate Services, as York Region’s representative on the Canadian National Exhibition Association.

10 Appointment of Regional Clerk – Christopher Raynor
It was moved by Mayor Barrow, seconded by Mayor Pellegrini that York Region appoint Christopher Raynor as Regional Clerk and enact Bylaw No. 2017-6 to confirm the appointment.

It was moved by Regional Councillor Rosati, seconded by Regional Councillor Davison, that Council enact Bylaw No. 2017-4 to confirm the proceedings of this meeting of Council held on January 26, 2017.
