The Committee of the Whole meeting was called to order at 9:01 a.m. on June 22, 2017 with Regional Chair Emmerson in the chair.

Opening Remarks from Regional Chairman
Regional Chair Emmerson made the following remarks:
Yesterday we celebrated National Aboriginal Day, recognizing the unique heritage, diverse cultures and ongoing contributions of Indigenous Peoples to this country.
I would like to begin today’s meeting of Committee of the Whole by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.
I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community - one that we strive to build a cooperative and respectful relationship with.

Regional Chair Emmerson asked members to anticipate staying until 12 p.m. on June 29th to celebrate Canada’s 150th birthday.
17. Council and Committee Meeting Schedule Change
Regional Chair Emmerson advised that Council on June 29, 2017 will consider the September meeting schedule. It is likely that the Committee of the Whole meetings will be combined on September 7, 2017 with Council on September 21, 2017. Housing York Inc. may also be rescheduled.

Committee of the Whole resolved into private session at 11:31 a.m. to consider the following:
