Child Care and Early Years Service System Plan
York Region’s 2024 to 2027 Child Care and Early Years Service System Plan (the Plan) builds on the accomplishments of its 2020 to 2023 Child Care and Early Years Service System Plan.
York Region has a strong history of supporting and investing in children and their families through a network of partnerships. The Plan was developed through extensive engagement with community partners and contributors. It serves as York Region’s blueprint to support enhanced community collaboration and integration among partners and respond to the evolving needs of children and families.
It sets out the vision, priorities and actions, over the next four years, to strengthen and integrate child care and early years services for children from birth to age 12 and their families.
The Plan’s vision is to support children’s learning and development and families’ overall well-being, by working with partners and contributors to deliver:
- Services that are accessible, affordable, responsive, high-quality and welcoming to all children and families living in York Region
- Planning decisions that are evidence-based, financially sustainable and focused on outcomes
The Child Care and Early Years Service System Plan has five priority areas:
- Service providers have the data they need to provide quality programming.
- Partners coordinate effectively across the service system to support the needs of children and families.
- Parents, caregivers and professionals have the knowledge and capacity to support child development.
- A responsive system that reflects needs of children, families and the community
- Children are included and have access to services
