Regional Councillor Taylor declared an interest in Clause 4 of Committee of the Whole Report No. 15 regarding “York Region Annual Tourism Update” as his wife is Vice-President of Marketing at Metroland Media. Regional Councillor Taylor did not take part in the discussion of or vote on this item.

142 Draft Provincial Plan Amendments Regional Submission
Clause 6 of Committee of the Whole Report No. 15
Regional Councillor Di Biase declared an interest in Clause 6 of Committee of the Whole Report No. 15 regarding “Draft Provincial Plan Amendments Regional Submission” as his children own land in Northeast Vaughan Block 27 which was inherited from their maternal grandfather. Regional Councillor Di Biase did not take part in the discussion of or vote on this item.

154 Report No. 15 of Committee of the Whole – October 13, 2016
It was moved by Mayor Altmann, seconded by Mayor Barrow that Council adopt the recommendations in Report No. 15 of Committee of the Whole with the following amendments as noted:
Town of Georgina Official Plan 2016 (Clause 5)
Add the following recommendations:
4. The Province be requested to amend the Greenbelt Plan to protect the North Gwillimbury Forest lands within Maple Lake Estates and increase the amount of land within the Protected Countryside by transferring the Towns and Villages Designation to lands, excluding the environmentally sensitive lands, located on the south side of Deer Park Road as shown on Attachment A, pursuant to discussions between the Province, the landowner, the Town of Georgina, the Regional Municipality of York, the Lake Simcoe Region Conservation Authority, and the North Gwillimbury Forest Alliance.
5. The body of the report dated September 30, 2016 from the Commissioner of Corporate Services and Chief Planner be amended as recommended in the memorandum from Valerie Shuttleworth, Chief Planner dated October 18, 2016.
6. The Regional Chair write a letter to the Province in support of Council’s recommendations regarding the North Gwillimbury forest lands within Maple Lake Estates.

To authorize the borrowing upon serial debentures in the principal amount of $13,028,000 toward the cost of road and watermain capital works of The Corporation of the City of Vaughan as set out in Schedule “A” to the bylaw

Other Business
159 Protection of Migratory and Resident Birds
Regional Councillor Heath advised Council that the City of Markham adopted Bird Friendly Guidelines to offer design-based solutions to make glass on buildings more visible to birds and avoid bird window collisions. Regional Councillor Heath suggested that staff consider following similar guidelines. In response, the Chief Administrative Officer said that the Chief Planner would look into this issue and consult with the local municipalities.
160 York Region Matters
Regional Chair Emmerson advised Council that the fall edition of the York Region Matters newsletter is now available. This edition of the newsletter highlights the 45th anniversary of York Region and highlights York Region’s achievements since 1971.
161 Bob Hunter Memorial Park, City of Markham
Regional Chair Emmerson invited Members of Council and the public to celebrate the official opening of Bob Hunter Memorial Park in the City of Markham on Saturday, October 22 at 10 a.m.
162 Adelina Urbanski, Commissioner of Community and Health Services
Regional Chair Emmerson advised Members of Council that Adelina Urbanski, Commissioner of Community and Health Services, has announced that she will retire in February 2017.
Regional Chair Emmerson indicated that Ms. Urbanski joined the Region in 2010 as Commissioner of Community and Health Services, the Region’s largest Department with approximately half of all Regional staff. Ms. Urbanski oversees the staff that support Housing York Inc., the Human Services Planning Board, the Accessibility Advisory Committee and the Seniors Strategy Advisory Task Force. Regional Chair Emmerson praised Commissioner Urbanski for enhancing the Region’s vision for creating strong and caring communities.
Regional Councillor Taylor noted that Commissioner Urbanski has a passion for supporting the residents of York Region, particularly those who face challenges and barriers.
Mayor Scarpitti praised Commissioner Urbanski for making a difference in the lives of York Region residents.
On behalf of Council, Regional Chair Emmerson thanked Ms. Urbanski for her leadership and wished her health and happiness on her retirement in February 2017.
163 Regional Councillor Wheeler
It was moved by Mayor Quirk, seconded by Mayor Scarpitti:
Whereas section 259 of the Municipal Act provides that the seat of a member becomes vacant if the member is absent from the meetings of the council for three successive months without being authorized to do so by resolution of the council;
And Whereas Regional Councillor Wheeler last attended Regional Council on June 23, 2016;
And Whereas Regional Councillor Wheeler was first absent from Regional Council on September 22, 2016, and has been absent since that date due to illness;
Now Therefore Be It Resolved that Council permit the absence of Regional Councillor Wheeler to continue until he feels his health has improved so that he may resume his duties as a Member of this Council.

It was moved by Mayor Altmann, seconded by Mayor Hackson that Council enact Bylaw No. 2016-68 to confirm the proceedings of this meeting of Council held on October 20, 2016.
