Other Business
18 Retail Business Holidays Act
Joy Hulton, Regional Solicitor, advised Council that the Province has proclaimed an amendment to the Retail Business Holidays Act that provides new powers to municipalities. Staff will bring a report to Council later this year presenting policy options for Council’s consideration.
Consideration and Adoption of Private Items
19 Private Session
It was moved by Regional Councillor Hogg, seconded by Regional Councillor Spatafora that Council convene in Private Session for the purpose of considering the following.
1. H2-VMC (Highway 7 – Edgeley Boulevard to Bowes Road) Design-Build Contract Amendment Presentation and Report - Potential Litigation
2. Buttonville Airport Redevelopment - Proposed Settlement - Litigation
3. Update on Commissioner of Community and Health Services - Personal Matters about an identifiable individual

20 H2-VMC (Highway 7 – Edgeley Boulevard to Bowes Road) Design-Build Contract Amendment Presentation and Report
It was moved by Mayor Scarpitti, seconded by Mayor Bevilacqua that Council:
1. Receive the private presentation by Paul May, Chief Engineer, York Region Rapid Transit Corporation.
2. Adopt the confidential direction to staff.
3. Adopt the following recommendation contained in the private report of the Chief Administrative Officer and President, York Region Rapid Transit Corporation dated February 9, 2017:
1. York Region Rapid Transit Corporation (YRRTC) be authorized, as agent on behalf of York Region, to amend, and execute the Highway 7–Vaughan Metropolitan Centre (H2-VMC) Design-Build Contract, and for greater clarity, this includes finalizing with the design-builder all delay-related costs, and subject to Metrolinx’s approval, increasing the total contract value, of up to $188.4 million. YRRTC to continue to work with all parties to mitigate the impacts of the Toronto-York Spadina Subway Extension (TYSSE) delay.

It was moved by Regional Councillor Heath, seconded by Regional Councillor Jones that Council adopt the confidential recommendations contained in the private report of the Commissioner of Corporate Services and Chief Planner dated February 13, 2017.

It was moved by Regional Councillor Taylor, seconded by Regional Councillor Heath that Council appoint Katherine Chislett as Commissioner of Community and Health Services effective March 20, 2017.

It was moved by Mayor Dawe, seconded by Regional Councillor Spatafora that Council enact Bylaw No. 2017-8 to confirm the proceedings of this meeting of Council held on February 16, 2017.
