Tell us how you would improve Warden Avenue and Kennedy Road
York Region is making improvements to Warden Avenue and Kennedy Road from Major Mackenzie Drive to Elgin Mills Road in the City of Markham.
York Region has completed a Schedule ‘C’ Municipal Class Environmental Assessment Study for the proposed improvements to Kennedy Road from Major Mackenzie Drive to Elgin Mills Road in the City of Markham.
The study reviewed the growth within the Markham Future Urban Area (FUA) and identified infrastructure improvements to accommodate the future transportation needs of this area as part of the Regional road network. The recommended improvements include widening Kennedy Road to four lanes and adding a boulevard for pedestrians and cyclists.
York Region has prepared Environmental Study Reports (ESR) documenting the study process, consultation efforts and the recommended plan for proposed improvements to Warden Avenue and Kennedy Road from Major Mackenzie Drive to Elgin Mills Road in the City of Markham. While the ESR public review periods are now complete, the reports are available for reading below.

About the Project
York Region initiated Environmental Assessment (EA) Studies for improvements to Warden Avenue and Kennedy Road between Major Mackenzie Drive and Elgin Mills Road in the City of Markham.
These studies build on the recommendations from York Region’s 2016 Transportation Master Plan.
The plan
In the Environmental Assessment Act, environmental assessment is a planning and decision-making process used to promote environmentally responsible decision-making and ensures interested individuals have an opportunity to comment on projects that may affect them.
Included in this assessment is mandatory public and stakeholder consultation in accordance with consultation principles set out in the Code of Practice. Public consultation protects the public interest and helps ensure concerns are identified early in the process and addressed where possible before construction begins.
The public and interested parties will have the opportunity to find out more about the project, proposed improvements and provide input and feedback through two Open Houses and throughout the study period. Input opportunities were communicated through advertisements in local publications, road signs, York Region’s Facebook and Twitter channels and on this web page, york.ca/WardenKennedyStudy
Individuals interested in receiving updates about the project via email can request to be added to the project mailing list.
Input opportunities are now complete and comments, concerns and feedback have been included in the final Environmental Study Report, which is available above. The study is now deemed complete.
This study is being undertaken according to requirements of the Ontario Environmental Assessment Act. Personal information submitted (e.g. name, address and phone number) is collected, maintained and disclosed under the authority of the Ontario Environmental Assessment Act and the Municipal Freedom of Information and Protection of Privacy Act for transparency and consultation purposes. Personal information you submit will become part of the public record that is available to the general public unless you request that your personal information remain confidential.
What this means for you
Public consultation is an important part of the Environmental Assessment Study process and York Region welcomes resident and stakeholder feedback throughout the study. This is an opportunity for local area residents, stakeholders and interested parties to provide input on how Warden Avenue and Kennedy Road should be improved to better meet the transportation needs of the community now and into the future.
Input and feedback collected through surveys, open houses and direct communications throughout the study period will be reviewed, considered and incorporated in the final design of the project where possible.
The Environmental Study Reports (ESR), outlines the process of the study and includes all feedback received, is posted on this page and the study is considered complete.
