Regional Council met at 1:30 p.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

33 Former Toronto Mayor Rob Ford
Regional Chair Emmerson, on behalf of Regional Council, extended condolences to the family of former Toronto Mayor Rob Ford on his recent passing. Regional Chair Emmerson recognized former Mayor Ford as “a people’s Mayor” who was dedicated to the City of Toronto and its residents.

Regional Chair Emmerson, Members of Regional Council and all those in attendance welcomed Regional Councillor Danny Wheeler back from his recent absence with a standing ovation.

It was moved by Regional Councillor Spatafora, seconded by Mayor Van Bynen that Council confirm the Minutes of the Council meeting held on February 18, 2016 in the form supplied to the Members.

36 World Autism Awareness Day - April 2, 2016
It was moved by Mayor Scarpitti, seconded by Mayor Bevilacqua that Council receive the communication from Carolyn Lance, Council Services Coordinator, Town of Georgina, dated March 3, 2016 regarding ‘Autism Ontario's Raise the Flag Campaign’ requesting that Council recognize April 2, 2016 as World Autism Awareness Day.

It was moved by Regional Councillor Di Biase, seconded by Mayor Hackson that Council receive the communication from Michael Larkin, Larkin + Land Use Planners Inc., dated March 17, 2016, on behalf of Arbor Memorial Services Inc.

38 Stop the Illegal and Illicit Trade of Wildlife in York Region
It was moved by Regional Councillor Ferri, seconded by Mayor Dawe that Council receive the draft proclamation from Jack Hurst, Chair, Crime Stoppers York Region, dated March 17, 2016 and recognize the period of April 4 - April 17, 2016 as "Stop the Illegal and Illicit Trade of Wildlife in York Region" weeks.

It was moved by Mayor Dawe, seconded by Regional Councillor Taylor that Council approve and enact the following bylaws in the form as noted on the Revised Agenda.
Bylaw No. 2016-16
A bylaw to set and levy the rates of taxation for Regional general purposes for the year 2016
Bylaw No. 2016-17
To provide a property tax rebate for organizations similar to eligible charities
Bylaw No. 2016-18
To acquire certain lands for or in connection with the construction of the bus rapid transit corridor along Highway 7, City of Vaughan
Bylaw No. 2016-19
To acquire certain lands for or in connection with the widening and reconstruction of Major Mackenzie Drive West (YR 25), City of Vaughan
Bylaw No. 2016-20
A bylaw to establish a public highway – part of Highway 50 (YR 24)
Bylaw No. 2016-21
A bylaw to amend Bylaw 2015-67 being a Bylaw to remove a part of Woodbine Avenue (YR 8) from the Regional Road System in the City of Markham

43 Council Education Session – March 31, 2016
Regional Chair Emmerson reminded Members of Council about the Council Education Session, scheduled on March 31, 2016 at 9 a.m. regarding the Municipal Comprehensive Review process. The meeting will be closed to the public.
44 Federal Budget
Regional Chair Emmerson advised that the Commissioner of Finance will likely bring forward a report in April regarding the Federal Budget.
45 Retail Business Holidays Act
Regional Chair Emmerson advised that three applications seeking exemption from the Retail Business Holidays Act are coming forward in April.
Consideration and Adoption of Private Items

It was moved by Regional Councillor Li, seconded by Regional Councillor Wheeler that Council convene in Private Session for the purpose of considering the following:
1. Private Attachment to Clause 22 of Committee of the Whole Report No. 4 - Unionville Redevelopment Direct Purchase from Minto - Land Acquisition
2. Regional Solicitor's Use of Delegated Settlement Authority 2015 Annual Report - Litigation
3. Disposition of Matters Under the Purchasing Bylaw 2015 Annual Report - Litigation
