Regional Council met at 9:30 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

175 Waste Reduction Week - October 19-25, 2015
It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Ferri that Council receive the communication from Jo-Anne St. Godard, Executive Director, Recycling Council of Ontario, dated September 3, 2015 and recognize October 19-25, 2015 as Waste Reduction Week in York Region.

It was moved by Regional Councillor Ferri, seconded by Regional Councillor Jones that Council adopt the recommendations in Report No. 16 of Committee of the Whole with the following amendment:
2016 - 2019 Water and Wastewater Rates (Clause 8)
There was a recorded vote on the revised Committee recommendation to approve full cost recovery pricing model Option 5 in the report with the following water and wastewater rates effective April 1, 2016 through April 1, 2021:

Bylaw No. 2015-55
A bylaw to add certain lands lying adjacent to Centre Street (YR 71) to the Regional Road System in the City of Vaughan
Bylaw No. 2015-56
A bylaw to add certain lands that form parts of various intersections along Yonge Street (YR 1) to the Regional Road System in the Town of Richmond Hill
Bylaw No. 2015-58
To acquire certain lands for or in connection with the widening and reconstruction of Keele Street (YR 6) in the City of Vaughan

180 Conservation Authorities Partnership Memorandum on Planning Services
It was moved by Regional Councillor Di Biase, seconded by Regional Councillor Spatafora that staff report back to Council regarding an updated Partnership Memorandum on Planning Services between The Regional Municipality of York and the conservation authorities following the upcoming review of the Planning Act.

It was moved by Mayor Hackson, seconded by Mayor Bevilacqua that Council receive the memorandum from the Regional Chair dated October 15, 2015 and approve the following scheduling of Committee of the Whole meetings effective January 2016:

183 Appointment to the Audit Committee
Regional Chair Emmerson appointed Regional Councillor Rosati to the Audit Committee.
184 York Region Matters Newsletter
Regional Chair Emmerson advised that the fall edition of the York Region Matters (formerly York Works) newsletter is now available. The newsletter highlights programs and initiatives of interest to York Region residents and is delivered to more than 360,000 homes and businesses in the Region.
185 Seniors Strategy Advisory Task Force
Regional Chair Emmerson invited members of Council to attend the first Seniors Strategy Advisory Task Force meeting scheduled for next Thursday, October 22, 2015 at 9 a.m.
186 Draft 2016 Regional Budget
Regional Chair Emmerson advised Council that the draft 2016 Regional Budget will be tabled at the next Council meeting in November.
187 Draft 2016 York Regional Police Budget
Regional Chair Emmerson advised that the draft 2016 York Regional Police Budget will be presented at the York Regional Police Services Board meeting next Wednesday, October 21, 2015 at 1 p.m. and then tabled at the next Council meeting in November.

It was moved by Regional Councillor Spatafora, seconded by Regional Councillor Hogg that Council convene in Private Session for the purpose of considering the following.
1. Memorandum from the Regional Solicitor dated October 8, 2015 - Expropriation of Land Viva Bus Rapid Transit Corridor - Yonge Street, Highway 7 to Major Mackenzie Drive, Town of Richmond Hill - Solicitor-Client Privilege
2. Private Attachment to Clause 19 of Committee of the Whole Report No. 16 - Retainer for External Legal Services (2016-2018) - Solicitor-Client Privilege
3. Memorandum from the Director, Audit Services dated October 14, 2015 regarding "Audit Investigation" - Potential Litigation

It was moved by Regional Councillor Hogg, seconded by Regional Councillor Ferri that Council enact Bylaw No. 2015-59 to confirm the proceedings of this meeting of Council held on October 15, 2015.
