Regional Council met at 9:01 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

Opening Remarks from Regional Chairman
76 Regional Chair Emmerson made the following remarks:
“I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.
I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.”

It was moved by Regional Councillor Ferri, seconded by Mayor Hackson that Council confirm the Minutes of the Council meeting held on April 19, 2018 in the form supplied to the Members.

86 Bylaws
It was moved by Regional Councillor Davison, seconded by Regional Councillor Heath that Council approve and enact the following bylaws in the form as noted on the Revised Agenda, with the following amendment to Bylaw No. 2018-40:
17.4 A Notice of Motion shall be:
(e) included as a motion on the agenda of the next appropriate Committee of the Whole meeting, or as determined.

A bylaw to delegate authority to the Regional Treasurer to establish “clawback” percentages for the 2018 taxation year for the commercial and industrial property classes
Bylaw No. 2018-44 Amendment to Indemnification Bylaw
A bylaw to amend Bylaw No. A-0263-1999-064 to provide for certain insurance and reimbursement of members of Council and employees by The Regional Municipality of York
Bylaw No. 2018-45 Appointment of Deputy Treasurers
A bylaw to amend Bylaw No. 2017-49 being a bylaw to appoint Deputy Treasurers
Bylaw No. 2018-46 Appointment of Risk Management Inspector
A bylaw to amend Bylaw No. 2011-57 being a bylaw to appoint a risk management official and risk management inspectors
Bylaw No. 2018-47 Yonge Street – Land Acquisition for Bus Rapid Transit Corridor
To acquire certain lands for or in connection with the construction of the Viva Bus Rapid Transit Corridor along Yonge Street, Town of Richmond Hill (Y2.2)

87 Nomination to the Association of Municipalities of Ontario
It was moved by Mayor Van Bynen, seconded by Mayor Quirk that Regional Councillor Naomi Davison be nominated for the Association of Municipalities of Ontario Board of Directors Regional and Single Tier Caucus for the 2018-2020 term.

88 Rescheduling of June 2018 Committee Meetings
Regional Chair Emmerson announced the following changes to the meeting schedule for June 2018:
Audit Committee – rescheduled to June 6, 2018 at 9 a.m.
Committee of the Whole 1 – rescheduled to June 7, 2018 at 9 a.m.
Housing York Inc. – rescheduled to June 7, 2018 at 1 p.m.
89 National Road Safety Week
Regional Chair Emmerson advised that May 15-21, 2018 is National Road Safety Week which is a Canada-wide campaign aiming to make Canada’s roads the safest in the world.
Consideration and Adoption of Private Items

It was moved by Mayor Scarpitti, seconded by Regional Councillor Hogg that Council convene in Private Session for the purpose of considering the following:
1. Private Attachment 1 to Clause 12 of Committee of the Whole Report No. 8 – Software Licenses, Maintenance and Contract Awards – Security of Property
2. Private Attachment 1 to Clause 14 of Committee of the Whole Report No. 9 – Technology System Contract Renewals and Extensions – Security of Property
3. Private Attachment 1 to Clause 17 of Committee of the Whole Report No. 9 – Direct Purchase Award for an Electronic Timekeeping Solution – Security of Property
