Regional Council met at 9:02 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

30 Revised Draft 2017 Development Charge Background Study and Bylaw [6.4 MB]
It was moved by Regional Councillor Spatafora, seconded by Mayor Pellegrini that Council adopt the following recommendations in Report No. 1 of the Commissioner of Finance regarding the Revised Draft 2017 Development Charge Background Study and Bylaw:
1. Council receive a revised draft 2017 Development Charge Background Study and proposed Bylaw (Attachment 1).
2. Council endorse a revised Schedule G contingency list under the 2017 Development Charge Bylaw, consisting of additional Roads infrastructure projects.
3. Council hold an additional public meeting, pursuant to section 12(3) of the Development Charges Act, 1997, on April 20, 2017, prior to the meeting of Regional Council.
4. Council endorse a threshold of 700 square feet to delineate small and large apartments.
5. A report be brought forward to Regional Council on May 25, 2017 recommending the 2017 Development Charge Bylaw.
6. The Regional Clerk circulate this report to the local municipalities.
7. The Regional Clerk circulate this report to the Building Industry and Land Development Association – York Chapter (BILD)

It was moved by Mayor Barrow, seconded by Mayor Pellegrini that Council receive Report No. 2 of the Commissioner of Finance regarding 2016 Statement of Remuneration and Expenses for Members of Council and Local Board Appointees.

It was moved by Regional Councillor Li, seconded by Mayor Pellegrini that Council approve and enact the following bylaws in the form as noted on the Revised Agenda.

A bylaw to establish charges for the uniform wastewater service rate

33 Rescheduling of May 2017 Regional Council Meeting
It was moved by Regional Councillor Heath, seconded by Mayor Quirk that the Regional Council meeting originally scheduled on May 18, 2017 be rescheduled to May 25, 2017.

Other Business
34 Katherine Chislett – New Community and Health Services Commissioner
Regional Chair Emmerson welcomed Katherine Chislett to York Region as the new Commissioner of Community and Health Services. In previous roles, Ms. Chislett has led initiatives involving housing programs in Toronto’s City Manager’s Office and served as Commissioner of Community Services for Niagara Region.
35 Adelina Urbanski – Retiring Community and Health Services Commissioner
Regional Chair Emmerson thanked Adelina Urbanski, who is retiring as Commissioner of Community and Health Services for her dedication and all she has accomplished for York Region in the area of social services. Regional Councillor Taylor, Chair of Community and Health Services praised Commissioner Urbanski for her knowledge and expertise across a broad range of issues and her level of passion and commitment to improving the lives of York Region’s residents. Regional Councillor Heath, previous Chair of Community and Health Services praised Commissioner Urbanski for her talent and understanding of health and community services and the work of her exemplary staff. Bruce Macgregor, Chief Administrative Officer paid tribute to Commissioner Urbanski and characterized her style as “grace under pressure”.
36 Canada Water Week
Regional Chair Emmerson advised that it is Canada Water Week and confirmed York Region’s commitment to delivering high quality drinking water, ranking first in the GTA.
37 Earth Hour
Regional Chair Emmerson advised that all non-essential lights will be turned off in York Region facilities on Saturday, March 25, 2017 from 8:30 – 9:30 p.m. in recognition of Earth Hour and he encouraged everyone to participate and go beyond the hour when conserving energy.

It was moved by Mayor Altmann, seconded by Regional Councillor Rosati that Council convene in Private Session for the purpose of considering the following.
1. Disposition of Matters Under the Purchasing Bylaw 2016 Annual Report - Litigation
2. Regional Solicitor’s Use of Delegated Settlement Authority 2016 Annual Report – Litigation
3. Provincial Consultation on Expanding Medical Response through Fire Services – Labour Relations and Solicitor-Client Privilege

It was moved by Mayor Quirk, seconded by Regional Councillor Spatafora that Council enact Bylaw No. 2017-12 to confirm the proceedings of this meeting of Council held on March 23, 2017.
