Regional Council met at 9:06 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

71 Area-Specific Development Charges Bylaw – Nobleton, Township of King

Regional Council held a public meeting, pursuant to the Development Charges Act, 1997, to receive input on an area-specific bylaw for imposing wastewater development charges on property owners in the Village of Nobleton, in the Township of King.
There were no deputations or communications in relation to this matter.
It was moved by Mayor Pellegrini, seconded by Regional Councillor Hogg that Council receive the presentation by Andrew Grunda, Principal, Watson & Associates Economist Ltd.

72 Strategy for a Safer Ontario
Mayor Quirk declared an interest in the communication from Mayor Frank Scarpitti, Chair, The Regional Municipality of York Police Services Board, dated April 29, 2016 regarding “Strategy for a Safer Ontario” due to her stepson being a member of York Regional Police and her husband being a retired member of and under contract to York Regional Police. Mayor Quirk did not take part in any consideration or discussion of or vote on this item.

Clause 11 of Committee of the Whole Report No. 9
Mayor Scarpitti declared an interest in Clause 11 of Committee of the Whole Report No. 9 - “Contract Awards Report – January 1, 2016 to March 31, 2016” as it relates to contract P-15-118, due to his brother being employed by Compugen. Mayor Scarpitti did not take part in the consideration or discussion of or vote on this portion of the report.

It was moved by Mayor Hackson, seconded by Regional Councillor Wheeler that Council receive the communication from Mayor Frank Scarpitti, Chair, The Regional Municipality of York Police Services Board, dated April 29, 2016 regarding the Board’s submission on the proposed legislative amendments to the Police Services Act and related regulations.

83 Public Works Rodeo
Regional Chair Emmerson congratulated Mayor Dawe and the Town of Aurora for their success at the annual Family Fun Day Public Works Rodeo in East Gwillimbury on May 14, 2016. The event celebrates the contributions of approximately 1,400 public works staff from each of York Region’s municipalities.

It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Spatafora that Council convene in Private Session for the purpose of considering the following.
1. Lease Extension – 1091 Gorham Street, Newmarket – Land Acquisition
2. CUPE Mandate – Labour Relations

Council met in Private Session at 9:28 a.m. and reconvened in public at 9:52 a.m.
It was moved by Regional Councillor Spatafora, seconded by Mayor Dawe that Council rise and report from Private Session.

85 Lease Extension – 1091 Gorham Street, Newmarket
It was moved by Regional Councillor Taylor, seconded by Mayor Van Bynen that Council adopt the recommendations in the private report of the Commissioner of Corporate Services, dated May 12, 2016 as follows:
1. Council authorize a five-year lease extension commencing January 1, 2016 for 6,360 square feet of existing office space located at 1091 Gorham Street, Newmarket, in accordance with the financial terms contained in the confidential report.
2. The Commissioner of Corporate Services be authorized to execute the necessary agreements with Skyline Commercial Real Estate Holdings Inc., subject to review by Legal Services.

It was moved by Mayor Pellegrini, seconded by Mayor Van Bynen that Council adopt the confidential direction to staff contained in the private report of the Commissioner of Corporate Services dated May 19, 2016.

It was moved by Regional Councillor Spatafora, seconded by Regional Councillor Li that Council enact Bylaw No. 2016-37 to confirm the proceedings of this meeting of Council held on May 19, 2016.
