Regional Council met at 9:00 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

Opening Remarks from Regional Chairman
87 Regional Chair Emmerson made the following remarks:
I would like to begin today’s meeting by acknowledging that York Region extends over lands originally used and occupied by Indigenous Peoples, and on behalf of York Region, I would like to thank First Nations and the Métis for sharing this land.
I would also like to acknowledge the Chippewas of Georgina Island First Nation as our closest First Nation community.
Appointment to Regional Council
88 Sunder Singh appointed as Regional Councillor
Christopher Raynor, Regional Clerk, acknowledged receipt of correspondence from Barbara McEwan, City Clerk, City of Vaughan dated June 28, 2017, certifying the appointment of Sunder Singh to fill the vacant position of Regional Councillor for the City of Vaughan.
Sunder Singh then orally recited her signed Declaration of Office.
On behalf of Regional Council, Regional Chair Emmerson welcomed Regional Councillor Singh.

It was moved by Regional Councillor Davison, seconded by Regional Councillor Armstrong that Council adopt the following recommendations in Report No. 1 of the Commissioner of Corporate Services and Chief Planner regarding the Court Application to Permit Appeal of the Town of Georgina Official Plan 2016 (OPA 129):
1. Council receive written submissions from Mr. Mark F. Flowers, Davies Howe Partners LLP, dated April 19, 2016 and April 26, 2016, related to the Town of Georgina Official Plan 2016.
2. Council maintain its decision of October 20, 2016 regarding Amendment No. 129 to the Town of Georgina Official Plan.
3. The Director of Community Planning and Development Services be authorized to provide notice of Council’s decision on Amendment No. 129 to the Town of Georgina Official Plan to only 1965870 Ontario Inc., their legal counsel, and the Town of Georgina legal counsel and Director, Development Services Department.

107 Notice of Motion
Councillor Heath gave notice of his intention to bring forward the following motion pertaining to Clause 3 of Committee of the Whole Report No. 11 (Retail Business Holidays Act). In accordance with Section 18.4 of the Procedural By-law, the motion shall be considered when staff report back on this matter at Committee of the Whole in October 2017.
The Notice of Motion is as follows:
“WHEREAS on December 30, 2016 the Province proclaimed into force Section 1.2 of the Retail Business Holidays Act (RBHA) allowing municipalities to choose to be exempt from the application of the RBHA; and,
WHEREAS Council may exempt The Regional Municipality of York (the Region) from the requirements of the RBHA by implementing the provisions of Section 1.2 by bylaw; and,
WHEREAS Section 1.2 of the RBHA requires that Council must first enact a bylaw under Section 148(3) of the Municipal Act, 2001 establishing its own criteria governing retail business closings on statutory holidays including the designation of specific closure dates; and,
WHEREAS implementation of the provisions of Section 1.2 of the RBHA would allow Council to establish common criteria, beyond tourism, to govern retail business closing on statutory holidays; and,
WHEREAS Council has approved 31 exemptions under the RBHA for a variety of holidays which has created inconsistency in retail business openings in the Region; and,
WHEREAS three lower-tier municipalities in the Region have exemptions covering their entire municipalities;
THEREFORE BE IT RESOLVED that a bylaw be enacted pursuant to section 1.2 of the RBHA to exempt the Region from the RBHA; and,
BE IT FURTHER RESOLVED that a bylaw be enacted pursuant to section 148(3) of the Municipal Act, 2001 to establish requirements for retail holiday closings in the Region; and,
BE IT FINALLY RESOLVED that the bylaw provide that all businesses in the Region, for which closing under the RBHA is applicable, be required to close on Christmas and Easter Sunday only.”

109 Canada 150 Celebration
Regional Chair Emmerson recognized Canada’s 150 year anniversary of Confederation and acknowledged York Region’s Built to Last Project, which includes displays in the Great Hall, Administrative Centre, and an online component showing heritage properties from the time of Confederation that are still standing today.
Dino Basso, Commissioner of Corporate Services, gave an overview of the archival material being showcased, and Christopher Raynor, Regional Clerk, gave an online demonstration of the Region’s Built to Last Project website. It was moved by Mayor Hackson, seconded by Regional Council Ferri that Council receive the overview of the Built to Last Project.

110 Appointments
Regional Chair Emmerson advised Council of the following appointments;
1. Regional Councillor Hogg was appointed as York Region’s representative on the Toronto and Region Conservation Authority (TRCA).
2. Regional Councillor Li was appointed Chair and Mayor Dawe was appointed Vice-Chair of the Planning and Economic Development section of the Committee of the Whole.
3. Regional Councillor Davison was appointed to replace Mayor Pellegrini on the Audit Committee.
111 Communications Staff – Awards Recognition
Regional Chair Emmerson recognized York Region Communications staff for receiving ten awards at the International Association of Business Communicators Annual Award Gala. He noted that for the second consecutive year, they received the Communications Team of the Year award.
112 York Region Mobile App
Regional Chair Emmerson acknowledged the recent launch of the York Region Mobile app, which helps residents stay connected to regional services, alerts and information.
113 York Region Matters
Regional Chair Emmerson advised that the summer edition of York Region Matters will be distributed to every household in York Region beginning next week. The publication highlights some of the programs and services York Region offers to residents and businesses.
114 2016 Community Report
Regional Chair Emmerson thanked York Region staff for their support in completing the 2016 Community Report, which provides an update on activities being undertaken in York Region’s 2015 to 2019 Strategic Plan. It also provides an overview of York Region’s financial management policies, multi-year budgeting and the Regional Fiscal Strategy.
115 Perspective
Regional Chair Emmerson recognized York Region’s newspaper “Perspective” which was recently distributed in the Globe and Mail and includes articles showcasing York Region.
116 Lois Brown – Retirement
Regional Chair Emmerson and Dino Basso, Commissioner of Corporate Services, recognized Lois Brown, Administrative Assistant in the Office of the Regional Clerk for her twenty-nine years of service with York Region and wished her well in her retirement.

It was moved by Mayor Van Bynen, seconded by Regional Councillor Rosati that Council adopt the following recommendations in the confidential report from the Commissioner of Corporate Services, Regional Solicitor and Chief Planner dated June 9, 2017:
1. Council approve the settlement as outlined in this report and agreed upon by landowners Casertano Development Corporation and Sandra Mammone, York Region and the City of Vaughan at the Ontario Municipal Board, with respect to the landowners’ development proposals.
2. The Regional Solicitor or designate be authorized to execute Minutes of Settlement to secure and implement a settlement on behalf of the Region.
3. Regional staff be authorized to appear before the Ontario Municipal Board in support of the proposed settlement as outlined in this report.
