It was moved by Regional Councillor Armstrong, seconded by Regional Councillor Taylor that Council confirm the Minutes of the Council meeting held on March 26, 2015 in the form supplied to the Members.

91 2014 Ontario Public Works Association Project of the Year Award - Keswick Water Pollution Control Plant Expansion Project
Debbie Korolnek, General Manager, Planning and Environment, County of Simcoe, presented York Region with the 2014 Ontario Public Works Association Project of the Year Award for the Keswick Water Pollution Control Plant Expansion Project.
It was moved by Councillor Wheeler, seconded by Mayor Quirk that Council receive the presentation.

92 York Region Rapid Transit Corporation - 2014 Annual Report
Mary-Frances Turner, President, York Region Rapid Transit Corporation (YRRTC) provided Council with an overview of YRRTC’s 2014 Annual Report.
Ms Turner highlighted timelines and milestones achieved on capital projects, including bus rapidways and stations, facilities and terminals, and the Toronto-York Spadina Subway Extension. She noted some of the financial, social and environmental benefits the project has created for York Region communities.
Ms Turner affirmed YRRTC’s commitment to social responsibility and community engagement. She provided an update on the 2015 Communications Campaign, including a new “Making Connections” theme and played a short video that will be launched this spring using social media channels.
On behalf of Council, Mayor Bevilacqua expressed sincere gratitude to the YRRTC team for their hard work and commitment to excellence.

Consideration and Adoption of Reports

100 Report No. 7 of Committee of the Whole – April 9, 2015
It was moved by Regional Councillor Heath, seconded by Mayor Hackson that Council adopt the recommendations in Report No. 7 of Committee of the Whole with the following amendments as noted:
Clause 8 – Proposed Employment Land Conversions, City of Markham
Strike “and small scale commercial uses” from Recommendation 4.1(e) so it reads as follows:
(e) Holborn Properties, identified as site-specific policy 9.5.14 in the 2014 Markham Official Plan, where the applicant has proposed permissions for low rise residential.
Add the following additional recommendations as recommended in the memorandum from the Chief Planner dated April 23, 2015:
5. Council approve Amendment No. 222, Amendment No. 223, and Amendment No. 224 to the Markham Official Plan (1987), and direct the Director of Community Planning and Development Services to issue notices of decision to approve Amendment No. 222, Amendment No. 223, and Amendment No. 224 to the Markham Official Plan (1987).
6. Council also direct the Director of Community Planning and Development Services to, upon receipt of a site-specific Official Plan Amendment to the Markham Official Plan (1987) adopted by Markham Council, for the applications listed below, approve and issue notices of decision:
a) Times Group Corporation
b) Kings Square Ltd.
c) Jolis Investments Limited
d) Holborn Properties
e) Wemet One Limited.
7. All references to the in-effect Markham Official Plan in the Committee of the Whole’s recommendations and in the related staff report dated March 25, 2015, be corrected by deleting “1994 Markham Official Plan” and replacing it with “1987 Markham Official Plan”.
Clause 9 – Supporting High Density Development within Identified Intensification Areas
Amendment to Recommendation 2 as follows:
2. Regional staff be authorized to appear before the Ontario Municipal Board in support of the Region’s position, as required, for all development proposals that seek to reduce approved densities within intensification areas, and that staff inform Regional Council of any and all Ontario Municipal Board proceedings related to this direction.
Clause 10 – Amendment No. 8 to the Vaughan Official Plan Concord GO Centre Secondary Plan
Amendments to Recommendations 5 and 6 to read as follows:
5. That the final land use designations and policies for the lands east of Bowes Road and west of the rail corridor in the general vicinity of Oster Lane south to Highway 7, together with the lands east of the rail line in Area 5 at the southern end of Ortona Lane in the general vicinity of the Proposed New Road Link (i.e potential Ortona Lane extension) east to the Natural Areas and south to Area 1, be deferred to allow discussion with the owners, York Region, affected agencies and Metrolinx on proceeding with a Mobility Hub Study to implement the provisions of Policy 8.2 of the Secondary Plan for the purposes of realizing a GO Rail Station and securing the necessary infrastructure improvements.
6. That in the interim, these lands east of Bowes Road and west of the rail corridor in the general vicinity of Oster Lane south to Highway 7, together with the lands east of the rail line, in Area 5, at the southern end of Ortona Lane in the general vicinity of the Proposed New Road Link (i.e potential Ortona Lane extension) east to the Natural Areas and south to Area 1, shown on Schedules B, C, D and E, be considered as part of a Secondary Plan level Mobility Hub Study, which will include consideration of mixed-use residential, commercial and employment uses consistent with the Metrolinx Mobility Hub Guidelines.

103 Appointment to the Federation of Canadian Municipalities (FCM)
It was moved by Regional Councillor Hogg, seconded by Regional Councillor Wheeler that Council reappoint Regional Councillor Heath as the Region's representative on the Board of Directors for the Federation of Canadian Municipalities as of June 1, 2015 for a term of one year.

104 Appointment to the Human Services Planning Board
Regional Chair Emmerson advised Council that Jo-anne Marr has been appointed to the Human Services Planning Board representing Markham Stouffville Hospital as a Member Organization effective June 9, 2015.
105 Transportation Master Plan Advisory Task Force
Regional Chair Emmerson advised Council that the first meeting of the Transportation Master Plan Advisory Task Force will take place on March 25, 2015 at 9 a.m. in Committee Room A.

It was moved by Regional Councillor Jones, seconded by Regional Councillor Ferri that Council convene in Private Session for the purpose of considering the following.

109 Development Charge Prepayment Agreement - Highway 7 East, City of Markham
It was moved by Mayor Van Bynen, seconded by Regional Councillor Taylor that Council adopt the following recommendations in the private report of the Commissioner of Finance dated March 24, 2015:
1. Regional Council not approve the development charge prepayment agreement request for special consideration received from the Times Group Corporation, included as Attachment 1 to the private report.
2. Council authorize staff to attend at the Ontario Municipal Board or the courts, as appropriate, to defend the Region’s position if appealed to either of those adjudicative bodies.

110 Lease Extension Agreements – Newmarket
It was moved by Mayor Pellegrini, seconded by Mayor Scarpitti that Council adopt the following recommendations in the private report of the Commissioner of Corporate Services dated April 1, 2015:
1. Council authorize five-year lease extensions, commencing January 1, 2015, for existing office space located at the Gates of York plaza, 17310 Yonge Street, Units 2A, 5 and 9, Newmarket. The total leased space is 17,514 square feet for a financial commitment of $2.1 million for the first five-year lease term. The leased unit sizes and current occupants are as follows:
a) Human Resource Services Branch, located in Unit 5, consisting of 7,777 square feet.
b) Human Resource Services Branch, located in Unit 9, consisting of 7,077 square feet.
c) Environmental Services, located in Unit 2A, consisting of 2,660 square feet.
2. The Commissioner of Corporate Services be authorized to execute the Lease Extension Agreements with Yongemill Group Inc. including a five-year renewal option, subject to review by Legal Services.
