Regional Council met at 9 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

Disclosures of Interest
165 Proposed 2017 to 2018 Regional Budget
Mayor Quirk declared an interest in the Proposed 2017-2018 Regional Budget presentation as it pertains to York Regional Police. This declaration of interest is due to Mayor Quirk’s stepson being a member of York Regional Police and her husband being a retired member of York Regional Police.
Mayor Quirk did not take part in any consideration or discussion of or vote on any part of these items.

166 Minutes of the Council Meeting held on October 20, 2016
It was moved by Regional Councillor Spatafora, seconded by Mayor Hackson that Council confirm the Minutes of the Council meeting held on October 20, 2016 in the form supplied to the Members.

Council heard the following presentations:
167 Greater Toronto Airports Authority
Lorrie McKee, Director of Public Affairs and Stakeholder Relations and Michelle Samson-Doel, Member of the Greater Toronto Airports Authority (GTAA) provided an overview of the GTAA and the economic benefits of Toronto Pearson International Airport.
The airport manages 120,000 passengers per day, 60 airlines and 180 destinations and contributes significantly to job creation in the region.
It was moved by Regional Councillor Jones, seconded by Regional Councillor Ferri that Council receive the presentation.

168 Proposed 2017 to 2018 Regional Budget
Bill Hughes, Commissioner of Finance and Regional Treasurer, provided Council with an overview of the proposed 2017 to 2018 Regional Budget and the Fiscal Strategy.
Mr. Hughes indicated that the draft 2017 budget comprises a $2.1 billion operating budget and a $942 million capital budget. This would result in a tax increase of 2.87%, an average increase of $66 per household. The forecast for 2018 is a 2.65% property tax increase.
Mr. Hughes presented key features of the draft budget which included substantial capital investment in roads, water and wastewater, a number of selected efficiency gains and savings for future capital asset replacement.
The next step in the budget is for a detailed review of departmental and other budgets at Committee of the Whole on December 1 and 8, 2016, with final approval of the budget anticipated at Council’s December 15, 2016 meeting.

It was moved by Regional Councillor Spatafora, seconded by Regional Councillor Jones that Council receive the communication from Paul Jankowski, Commissioner of Transportation Services dated November 11, 2016 and refer it to consideration of Clause 5 of Committee of the Whole Report No. 16.

174 Municipal Finance Officers’ Association 2016 Leadership Award – Bill Hughes
It was moved by Mayor Barrow and seconded by Regional Councillor Hogg that Council receive the letter congratulating Bill Hughes, Commissioner of Finance, for his work in the municipal finance sector and for his receipt of the Municipal Finance Officers’ Association 2016 Leadership Award.

It was moved by Regional Councillor Heath, seconded by Regional Councillor Heath that Council adopt the recommendations in Report No. 16 of Committee of the Whole with the following amendment as noted:
2016 York Region Seniors Strategy – Thinking Ahead (Clause 16)
Add a further recommendation as follows:
4. Staff report back with options on how to improve opportunities for York Region residents to age at home for longer in the future.

176 Report No. 17 of Committee of the Whole – November 10, 2016
It was moved by Regional Councillor Taylor, seconded by Regional Councillor Armstrong that Council adopt the recommendations in Report No. 17 of Committee of the Whole with the following amendment as noted:
Review of Regional Governance (Clause 17)
Defer consideration of Clause 17 and the memorandum regarding appointment of alternates from Joy Hulton, Regional Solicitor dated November 17, 2016, to January 2017 so that staff can report back on the amendments to the Municipal Act proposed in Bill 68 – Modernizing Ontario’s Municipal Legislation Act, 2016.

178 Former Town of Georgina Regional Councillor Danny Wheeler’s Memorial
Regional Chair Emmerson offered thanks to Lina Bigioni, Executive Director, Government Relations and other staff for their work in organizing the memorial event for former Regional Councillor Danny Wheeler on November 12, 2016. Regional Chair Emmerson noted it was very well-attended and a fitting send-off to a valued colleague.
