The Committee of the Whole meeting was called to order at 9:02 a.m. on November 3, 2016 with Regional Chair Emmerson in the chair.

Tribute
1. Danny Wheeler, Former Regional Councillor
Regional Chair Emmerson announced with profound sadness the passing of the Town of Georgina’s Regional Councillor Danny Wheeler, who served on York Regional Council for 28 years from 1988 to 2016. He was the longest consecutive-serving member in York Region Council’s 45 year history. Prior to becoming a Regional Councillor, he started his political career as a Georgina Ward Councillor in 1982, serving two three-year terms. His legacy is deeply embedded within the communities of York Region.
Regional Chair Emmerson praised former Regional Councillor Wheeler for his kindness, passion, energy, humour and exemplary public service. He noted Regional Councillor Wheeler was appointed as Chair of both the York Regional Police Services Board and the York Region Accessibility Advisory Committee and served on nearly every Regional Committee.
Regional Chair Emmerson, on behalf of York Regional Council and the residents of York Region, extended his deepest sympathy to former Regional Councillor Wheeler’s family, friends and colleagues, and in particular his wife, Fran, during this very difficult time.
Mayor Quirk, Mayor Barrow, Mayor Dawe, Mayor Scarpitti, Regional Councillor Spatafora and Regional Councillor Heath also paid tribute to former Regional Councillor Danny Wheeler, having known and worked with him for many years.
Members of Committee and all those present in the Council Chambers joined in a moment of silence in honour of former Regional Councillor Danny Wheeler.

Other Business
21. The Missing Link – Rail Improvements
Regional Councillor Jones suggested establishing a Task Force related to The Missing Link which is a set of rail improvements that would allow for substantially expanded two-way, all-day service on the Milton and Kitchener GO Transit lines by relocating heavy freight rail elsewhere.
Private Session
Committee of the Whole resolved into private session at 12:47 p.m. to consider the following:
