Regional Council met at 9:30 a.m. in the Council Chambers, York Region Administrative Centre, 17250 Yonge Street, Newmarket, with Regional Chair Emmerson presiding.

It was moved by Mayor Dawe, seconded by Mayor Pellegrini that Council confirm the Minutes of the Council meeting held on May 21, 2015 and Special Meeting of Council held on May 28, 2015 in the form supplied to the Members.

Council heard the following presentation:
133 Belinda's Place Foundation
Mayor Van Bynen and Debora Kelly, President, Belinda's Place Foundation presented Regional Council with a cheque for $30,000 raised from the “Making Belinda’s Place A Home” fundraising campaign to support York Region’s first women’s shelter.
Regional Chair Emmerson congratulated Ms. Kelly and Belinda’s Place Foundation on their fundraising achievements.
Ms. Kelly recognized Council for its vision, compassion and dedication to building healthier, stronger communities for all York Region residents.
Regional Chair Emmerson, Mayor Dawe, Mayor Hackson and Regional Councillor Taylor accepted the cheque on behalf of Regional Council.
It was moved by Mayor Van Bynen, seconded by Regional Councillor Taylor that Council receive the presentation.

It was moved by Mayor Pellegrini, seconded by Regional Councillor Hogg that Council receive the communication from Alain Beaudoin, President, L'Association des francophones de la region de York Inc., dated June 8, 2015 and recognize September 25, 2015 as Franco-Ontarian Day.

It was moved by Regional Councillor Wheeler, seconded by Regional Councillor Ferri that Council receive the communication from Daniel Kostopoulos, Commissioner of Transportation Services, dated June 25, 2015 and refer it to consideration of Clause 5 of Committee of the Whole Report No. 11.

It was moved by Mayor Pellegrini, seconded by Mayor Van Bynen that Council adopt the recommendations in Report No. 12 of Committee of the Whole with the following amendment as noted:
Clause 2 – Pending Waste Reduction and Resource Recovery Framework Legislation Update
Amendment to staff recommendation 2 to read as follows:
2. Council authorize the Chairman to write to the Minister of the Environment and Climate Change in support of a “made in Ontario” model for full producer responsibility including total cost reimbursement for collection, transfer and processing of designated wastes that respects the complexity of the integrated waste management system, and to emphasize York Region’s successes in innovative waste reduction strategies in the letter.

143 York Regional Police Training Facility
Regional Chair Emmerson advised that there was a ground breaking ceremony for the York Regional Police training facility on June 19, 2015. Construction of the new facility is expected to be completed in December 2016.
144 212 Davis Drive, Town of Newmarket
Regional Chair Emmerson advised that there was a ground breaking ceremony for the purpose-built rental apartment building at 212 Davis Drive in the Town of Newmarket this week.
145 Pledge to Ignore
Regional Chair Emmerson announced the launch of the “Pledge to Ignore” safety campaign in partnership with York Regional Police. The campaign targets distracted driving which is the leading cause of accidents on roads in Ontario. The “Pledge to Ignore” campaign is designed to help save lives and urges residents to pledge to not use a cell phone while driving or walking near traffic.
146 York Works
Regional Chair Emmerson advised that the summer edition of York Works newsletter will be delivered to all York Region residents next week. Highlights of the newsletter include an announcement of the opening of York Region’s newest facility at 9060 Jane Street in the City of Vaughan and the new York University campus to be built in the City of Markham.
147 Yonge North Subway Extension Update
Bruce Macgregor, Chief Administrative Officer, advised that the Metrolinx Board of Directors is considering a report at its meeting today that recommends a commitment to funding preliminary engineering work to advance the Yonge North subway extension.
148 Regional Chair Appreciation
On behalf of Council, Mayor Bevilacqua expressed gratitude to Regional Chair Emmerson for his leadership in this his first year as Chairman.
Consideration and Adoption of Private Items
149 Private Session
It was moved by Mayor Quirk, seconded by Mayor Altmann that Council convene in Private Session for the purpose of considering the following:
1. Housing York Inc. Redevelopment Opportunity Update – Proposed Acquisition of Land
2. Compensation for Expropriation - Major Mackenzie Drive - Canadian Pacific Railway Crossing to Islington Avenue, City of Vaughan - Land Acquisition
3. Lease Extension, Newmarket - Land Acquisition

150 Housing York Inc. Redevelopment Opportunity Update
It was moved by Mayor Dawe, seconded by Mayor Altmann that Council adopt the confidential recommendations in the private report of the Commissioner of Community and Health Services dated May 22, 2015 and the Commissioner of Community and Health Services report back to Council upon Ministerial consent for the proposed transactions.

151 Compensation for Expropriation - Major Mackenzie Drive - Canadian Pacific Railway Crossing to Islington Avenue, City of Vaughan
It was moved by Mayor Dawe, seconded by Mayor Altmann that Council adopt the following recommendation in the private report of the Commissioner of Corporate Services dated May 6, 2015:
1. Council authorize the Commissioner of Corporate Services to make offers of compensation to the owners of the lands in the City of Vaughan, according to the table referred to in the report, which were acquired in accordance with the Expropriations Act (the “Act”).

152 Lease Extension, Newmarket
It was moved by Mayor Dawe, seconded by Mayor Altmann that Council adopt the following recommendations in the private report of the Commissioner of Corporate Services dated June 2, 2015:
1. Council authorize a lease extension commencing July 1, 2015, for existing office space located at the Tannery, 465 Davis Drive, Newmarket, and the acquisition of additional leased space upon the terms set out in Attachment 1, for a financial commitment of $7.7 million for the first five years of the lease term.
2. The Commissioner of Corporate Services be authorized to execute a Lease Amending and Extending Agreement with Bonseph (Tannery) Ltd., subject to review by Legal Services.
3. The Commissioner of Corporate Services be authorized to exercise any renewal options in respect of all or part of the premises, subject to review by Legal Services.

It was moved by Mayor Van Bynen, seconded by Mayor Scarpitti that Council enact Bylaw No. 2015-43 to confirm the proceedings of this meeting of Council held on June 25, 2015.
